Pell Street Social Club

What, exactly, the Pell Street Social Club does may appear somewhat opaque to outsiders, but to those in the know it's pretty clear; It's the headquarters of the NYC branch of the Hip Sing Association. Heavily fortified, no actual crime is allowed on the premises and all planning is performed in coded and veiled speech. The Deputy Mountain Master Jiao Cheng enjoys thumbing his nose at the NYPD and as such makes sure that the police always knows that crime happens on the premises, but that nothing can be proven.
