Innerith
Demographics
Innerith is composed of mostly humans, who make up members of all classes. Members of all races make their homes here in the lower to middle rings, with a large populace of halflings, kobolds, and slefscions. Most members of the lower class are unskilled laborers or basic craftsmen. The middle class is largely populated by minor noble families, merchant houses, and scholars.
Defences
The Ring of the Masses serves as the first line of defense. There are 40' walls surrounding the lowest ring, which are topped with ramparts and broken by trebuchet towers every 100'. This wall is defended by both the armed forces, and the guardsmen. The base ring is designed to be expendable, with officers often joking about torching the base ring in case of invasion.
There are small inner gatehouses defended by two 15' towers at each elevator between levels of the city. These gatehouses are manned by a squad (6-10) guardsmen, typically led by a sergant. Within each of these squads is a representative of I.O.I. and I.O.T.
The next bulwark of defense lies on the third level, the Ring of Might. This is where the Innerithian military and air force make their stronghold. This floor serves as a disconnect between elevators, forcing citizens and visitors to pass through checkpoints to pass to the upper levels.

Districts
Innerith is a city composed of 13 large ringed districts stacked on top of each other. Each ring is supported by large pillars of stone, most of which are solid to provide structural support, while some are hollow with lifts to bring citizens between rings of the city.
The Ring of Masses
On the lowest ring of Innerith, one finds the populace the Council of Thirteen would rather forget. Between the upper rings of the city and the peaks of the mountain range, the first ring gets limited sunlight. Lower class humans and kobolds, and the occasional Underdarkian make their homes in the crowded streets on the northwest side of town, near the mine enterance. Their homes are stacked atop one another, and crammed together. Balconies connect the upper stories, and the streets are dimly lit by gas lights connected to the central gas system of the city. To the north and south of this ring are the nessecities of life, including gardens, livestock, markets, inns, and taverns. The western district is composed of military infrastructure, and flashy but poorly maintained inns and taverns for travelers who cannot afford to stay in the upper rings, but do not want to risk the Dusk Street's pick-pockets and bandits.
The Ring of Industry
The second ring is composed of blacksmiths, craftsmen, carpenders, tailors, masons, and all the trades that keep the city standing tall, expanding, and arm it's military forces. Many tradesmen make their homes in the upstairs of their workshops, and the streets are much better patroled and lit than the Dusk Streets of the Ring of Masses. The wealthier tradesmen have warehouses on the northern district, and maintain seperate shops on the eastern district. The western district is home to the legendary Black Forge
The Ring of Might
The third ring makes up the barracks, grainery, and training grounds for the Innerithian military, air force, and guard. The air force, which is the smallest of the three branches, has griffon stables in the northern district. To their east is another stable for the calavalry of the military, alongside the infantry barracks. The guard's houses are located on the western side of town. There are dedicated military lifts, which are larger than the common lifts, stationed at each direction of the compass rose. These lifts are guarded 24/7, and reach down to the Ring of Masses. The northern lift is the only military lift that reaches the 12th ring.
The Ring of Roads
The fourth ring is designated for travelers of moderate wealth. The streets are well maintained, lit, and commonly patrolled. Extravagent taverns, distilleries, inns, smoke shops, and shops selling exotic goods can be found from north, east, and south. The eastern section of town maintains a large halfing population, who make up a great number of the barkeeps, herbalists, and innkeepers. This district has a loud night life, and there are commonly festivals, light shows, and parades for travelers to gawk at and spend coin.
The Ring of Maestros
The fifth ring is filled with the sounds of music, theatre, and artist's crying their works.
The Ring of Savants
The sixth ring is populated by universities, libraries, and banquet halls, where symposiums are hosted by the noblity and scholars.
The Ring of Sanctity
The seventh ring is filled with temples to the faiths of Kunnow, featuring temples of all the commonly practiced faiths.
The Ring of Judgement
The eighth ring contains the courts, temporary holding facilities, and a large fortification for the town guard.
The Ring of Penance
The ninth ring is off limits to the citizenry. It is devoted to the prisions, labor yards, and death row.
The Ring of Tranquility
The tenth ring is filled with gardens containing plants from all over the plane. This ring is accessible only by the nobility.
The Ring of Nobility
The eleventh ring is filled with mansions, and is overflowing with wealth and prosperity. The Innerith Office of Taxes (I.O.T.) also operates their main office on this level.
The Ring of Records
The twelvth ring contains the Innerith Office of Information (I.O.I). This Office releases public service announcments, news letters, and houses the histories of the city's founding.
The Ring of Thirteen
The highest ring is a small town reserved for the council of Innerith. Only memebers of the council are allowed onto this floor. It is rumored that the city is built of gold, it appears to shimmer from the ground level.
