Rolfe

Created by Count Rolfe Rodrigo Schartenheiney the IV, the nation was formed as a Dominion to the Protectorate of Ravenwood. Ostensibly created as the most logical way to organize a massive reorganization of government, the nation is entirely contained within Rolfe Tower. Only 'citizens' of Rolfe are allowed within the tower; and only the Vlüdbàyne and those in their immediate orbit can be citizens. The Count cares not at all for the race of any individual that swears fealty to him; though there are radically few new recruits to Rolfe.   The citizens of Rolfe have an official uniform that included patent leather boots, a long black leather duster with a popped collar sporting rank insignia, and steel gray cotton riding trousers. The matching steel gray shirt, as well as the pants, are piped in black, and have two breast pockets, one upon either side. Medals, awards and accolades adorn the right breast, rank and name the left, squad and unit upon the left shoulder. Their ranks closely resemble those of police services in other countries.   Much of Rolfe's power and influence comes from the isolation they force upon their population, who believe the entire world lives exactly as they do. The people of Ravenwood are afraid to venture out into the forest, and the roads through it are all closely watched. News is carefully curated, and bards are not allowed with the Ravenwood village limits.   Much of the hardest work of the Vlüdbàyne is in population control; not only actually controlling the actions of the populace, but controlling how many children each married couple were allowed. It is a coplex algorithm that takes many factors into account, but at the end of the day, there are always no more, and no less, than fifty thousand children to twenty five thousand married couples.

Culture

Those within Rolfe are taught, and truly believe, that they are doing the good of the people by being Vlüdbàyne.  And the Vlüdbayne must, in doing their part, exert their power appropriately. They are judge, and jury, while out in Ravenwood; all of the executioners are in the basement of Rolfe Tower, however.
