Human Elevation Foundation
A foundation split off from the rest of humanity during the First Wave of the Xenophage. Seated on Venus and Mercury and holding small bases all the way to the asteroid belt, the foundation works to elevate humanity to a superior, pure of infection, status. The Easy superpower of the system, they remain the most advanced faction, however, perhaps that may not be for so long.
Culture
The Culture of the Foundation functions on planned internal design. All proposals are based on calculations of value, your children's genetic information is liable to editing to match the needs of the people, and while all are free to seek their desires, it us unclear if your desires were not planned for maximum benefit to the whole of humanity. A civilization with advanced development on all their worlds and an advanced labor force of simple AIs, the culture and arts of the Foundation seek a gentle angelic grace, maximizing their perception of value.

The Foundations public goal is the betterment of all human life, protection of our genetic identity as humans, and our cultural mass as a force in the galaxy. As such all actions are based on calculated choices to benefit these stated goals.
History
Built on the concept of defending humanity from the effects of the Xenophage the Ishtar Development Council determined Venus and it's security must prioritize not the already infected Earth, but the still unspoiled world of Venus, and to do so, the humanity must be elevated beyond its current limited space faring abilities. Being the first to abandon regulations on genetic alteration and forced Evolution, the Ishtar Development Council became the Human Elevation Foundation, inducing new genetic information into the citizens of Venus and Mercury and developing new advanced froms of Humanity, immune to the sickness spread by the Xenophage. This Isolation proved useful as the first Wave broke accross earth, stopping before touching Venus as feared, but by then separation had already became reality, and Earth was no longer in shape to punish the foundation for the genetic terrorism charge it levied against its former colony.
With no need to rebuild and a wiliness to advance the Foundation redefined the technological limits of humanity. By the time the Second Wave came for the System, they were already the dominate superpower. Though not intending to be involved their advanced fleets would help prevent the destruction of each, beginning the end of the Foundations isolation, and inadvertly opened up the door to potential imperialistic interests.
The Foundation has elevated humanity to the next level, now, as the sciences grow stronger, the question begins. Should they spread this elevation to the rest of humanity? Or abandon them to infection and the limitations of the original caged body. Only the Federations Calculators know.

Defense Pact
A mutual defense pact between Mars and the HEF is designed to help curb the Celestial Connection from any aggression closer to Venus and as a counter action to the Limited Defense Pact between the CC and the United Earth's Sphere.
Peace
Though former allies, the HEF has landed forces and set up a base on Luna, causing much outrage from each. The Sentiment is that they have betrayed earth again. Meanwhile Venus considers Earth a sick world, failed and dying. One that needs protecting, if not eventual uplifting.
