The "Frente Popular de Liberación Nacional" or The People's Front for National Liberation, is established sometime in February of 1993. The front begins as a loose alliance of communities dissatisfied with the government's project for economic liberalization. The PFNL is headed by Eric Cárdenas the face of the group, Heriberto Guerrero a journalist and researcher of the University of Puebla and former Colonel of the Mexican Army, Patricio Carmona.
From March 20 to the 25 there was a wave of extreme violence along the Yucatan Peninsula, particularly in Cancun, Chetumal and Playa del Carmen; it is believed the chaos came from a power struggle between rival gangs. March the 25 marked the deadliest day of the year so far for Mexico, when over 120 people were murdered in the state of Quintana Roo.
The police is called to Heriberto Guerrero's home in Puebla after a series of gunshots is reported. The police arrives at 7 am and finds both Heriberto and his wife dead. The official reports declares it a murder-suicide.
Following the death of Heriberto Guerrero riots start occurring around the country, particularly in communities whose leadership was involved in the scandal, demanding justice for Guerrero and the resignation and incarceration of everyone involved in the scandal. The first of May, following a nationwide strike the Mexican government mobilizes the army against the riots in Zacatecas. Soon enough the riots consolidate into the Civilian Protection Army of Zacatecas. Once the army was called the insurrection spread like wildfire around northern Mexico, giving rise to many small insurrections. This is considered to be the start of the Mexican Panic.
