Uprising by the People's Front for National Liberation
    Revolution

The People's Front for National Liberation declares themselves the victors of the 1994 elections, as the votes that were counted put them ahead of the Liberal party by at least 9% and most votes that weren't counted were areas that were expected to favor the PFNL.   The PFNL secretly approached the Liberal party for support in the coup but the Liberals repudiated the idea and cast their support for the transition government.   The PFNL declared themselves the legitimate government of Mexico and rose against the transition government to reestablish democracy through a communist government.   The PFNL is integrated by rebels from Oaxaca, Michoacan, Tabasco, Veracruz, Chiapas and the Yucatan peninsula.

    PFNL and Mexican peace negotiations
    Diplomatic action

Following the Battle of Mexico the PFNL had taken a massive blow to their morale, since the Civil war had already lasted 4 years and there was no path to peace visible.   The leadership of the PFNL decided to approach the Junta to negotiate a ceasefire and to establish new elections.   This decision fractured the PFNL into two, those who wanted to negotiate a peace deal and reestablish elections asap under Cardenas and those who wanted to continue the revolution to its end under Carmona.   Initially the Junta was eager to accept the negotiations, but seeing the fractures in the PFNL they ended up rejecting their terms hoping to force them into an even worse peace deal.

    The Ramparts Ultimatum
    Diplomatic action

Sargent Gloria Garcia issues an ultimatum calling for the end of the war on the first of February, otherwise she plans to lead a campaign of mass desertion.   The Junta orders her imprisoned but fails to provide anyone who would comply with the order so she remains free until her ultimatum expires.   In February 1st she, along with Helios and Sahar form The Ramparts a superhero group dedicated to protect people from the tyranny of their governments. The same day they attacked Mexican positions along the coastline of Yucatan, destroying military equipment and calling for soldiers to drop their weapons and go home.   Having no support among their own forces the Junta requested an international task force to put the Ramparts down. This task force was commanded by the Nations United and made of meta humans from the UK, USA, Canada, Australia, Germany, Italy and Brazil; that said this task force was notoriously ineffectual as they were vastly outnumbered and outgunned by the Mexican rebels and their ever growing number of international supporters members.

    PFNL Ceasefire
    Diplomatic action

The 1998 peace negotiations with the Mexican Junta had severely undermined the PFNL and by 1999 its membership and enthusiasm had considerably dropped, most of its members preferring to join the more effective Ramparts. Moreover the PFNL suffered greatly from the desertion of Patricio Carmona who led a failed coup against Eric Cardenas and then retired to wage guerrilla warfare for the rest of the civil war.   By 1999 the PFNL was contained to rural areas, having lost most of the peninsula to Ochoa's circle and the rest to the Junta.   Regardless the Ramparts considered important for the Junta to surrender to the PFNL, rather than to the Ramparts. So it was agreed that the members of the PFNL would be granted amnesty and the PFNL itself would be allowed to restore its former party wing and run in the coming elections.   This puts an end to the more severe period of the Mexican Panic.

    The American Intervention
    Military action

Following the surrender of the Mexican Junta the American government proceeded to condemn the transitional government and demand they upheld the financial obligations the Junta had acquired.   The transitional government proceeded to ignore any claim from the American government and was thus expelled from the NU.   Following the expulsion of the Mexican government the Americans launched an intervention intended to protect their allies in the northern states of Mexico and restore democracy to the country.   The American intervention relied almost entirely on conventional methods of warfare and were completely outclassed by the sheer amount and power of the meta humans within the Ramparts. During the intervention the Americans lost trillions of dollars of military equipment, most of which was captured by the Ramparts to be used by the newly formed Mexican government.   Facing heightened resistance, a string of loses against the inferior Mexican forces, international opposition to the war and widespread defection of meta humans to the Mexican side the Americans ordered a retreat in June of 1999.
