Seven Circles

History

The Seven Circles Gang is a conglomeration of gangs and cartels under the leadership of Marcos Ochoa, a former drug dealer in Yucatan. Ochoa made use of the “Panic” (1992-2012), when he took leadership of a cartel’s sect in Cancun to kidnap and recruit meta humans, primarily from southern Mexico, Central America and the Caribbean.   Ochoa used this group to extend his influence, particularly towards Guatemala and the southern Mexican border, by 1994 Ochoa had seized control of Cancun and was starting to expand into a regional power.   By 1997 most regional cartels in the Peninsula had either been eliminated or had joined in Ochoa’s cartel to what would become the First Circle. Most of the figureheads which came together to form the First circle and are still active today are Marcos Ochoa, Joaquin Duran, Ricardo Castillo y Christian Gutierrez.   After 1997 the organization kept expanding around the Gulf of Mexico, eventually reaching into the United States.   The organization continued its expansion in eastern Mexico, either absorbing or eliminating rival cartels, together with the ZNC in the west they divided operations in Mexico in two clearly defined areas.   By 2010 the organization came into conflict when the ZNC along the American and Colombian circles tried to depose and kill Ochoa, while Ochoa managed to survive the coup attempt his influence in the cartel as a whole was significantly reduced and their relation to the ZNC was ruined beyond repair.

 

The Seven Circles

First Circle: The first circle extends from the southern Guatemalan border all the way to the Isthmus of Tehuantepec and is led by Marcos Ochoa and his lieutenants.   Second Circle: The second circle extends from the Gulf of Mexico in the east, to Piedras Negras in the west, it isn’t clear how far into the US the circle extend into, some believe it goes as far as Dallas while others believe it goes on beyond Georgia.   Third Circle: The third circle operates mainly in Florida and the south east coast of the United States.   Fourth Circle: The fourth circle corresponds to the Central American gang with the exception of Panama and Guatemala, which are controlled by the fifth and first circle, respectively.   Fifth Circle: Extends from Panama all the way to Quito and Maracaibo.  

Due to the large restructuring the gang underwent from 2010 and onward there’s very little available information on their leadership besides the first circle.   While the gang itself references seven circles the remaining two circles don’t seem to refer to any regional division, many analyst believe the remaining circles to be the administrative side of operations, specifically, money laundering operations and undermining of law enforcement and government.
