The Council of Kings
The Council of Kings is an intergovernmental organization whose stated purposes are to maintain international peace and security, develop friendly relations among nations, achieve international cooperation, and be a center for harmonizing the actions of nations. It is the world's largest and most familiar international organization, headquartered on international territory in Crossroads, and has other main offices in Garou, The City of Banpour, Himmelstor, Hammerfast, and Good News.
History
The first Council of Kings was established after The Dragon War with the aim of preventing events like the Infinite Grave in the future. In the Spring of 4 AD, nearly 50 governments met in Garou for a conference and started drafting the Peace Accords, which was adopted in Summer and took effect in Fall, when the Council began operations. The organization's objectives included maintaining international peace and security, promoting sustainable development, and upholding international laws and borders. The first council is said to have had between 35-51 members; but is much smaller in its modern incarnation. The exact figures of that time were lost to The Tragedy of Mamlakat Hadaan, but there are varied accounts from longer-lived races whose participants survived the fallout of the first council's dissolution in 203 AD. After the fall of the Draego, Humans and Halflings fought to keep their homes out of the hands of former council nations, and the ensuing battles in the newly feudal landscape wiped many of these nations off the map. The Second Council of Kings was established in 832 AD at the tail end of The Reclamation War, this time headed by the High King Banpour, with 2 other Human Kings, 2 Elf Kings, and a Dwarf King. In addition to the previously mentioned goals of the Council, this one added protecting Human rights and delivering humanitarian aid to their stated objectives. It is a body still reviled by many of Solace's native races, due to the xenophobic actions taken at its founding and throughout its rule. The new Human kings of the second council used Hobgoblins, Beastmen, and Orcs as scapegoats, convincing others that the Dark Magic they used was the greatest looming threat to all civilization. To this day, these races are often mistrusted and the bulk of their population is confined to undeveloped reservations such as Wildwood Boneyard.
