Artur Tellar Vangian, II
Artur Vangian is the founder of Atlantis University in New Atlantis on Luna. He was also a Luna Parliament Representative for the district representing New Atlantis and later became the Prime Minister of the Democratic Parliament of Luna.

Death
Artur was shot and killed with a plastic round first from a high pwered handgun from the crowd of a campagn rally in Revoluna. Not only was the Prime Minister killed, but seven other nearby people who were both involed in the incident and not. The killer was named Dillan Milhue-Darcy, a radical of a local faction looking to generate a civil war within the Lunar state.
