Padenet

Overview

Located just south east of the massive trading port Navaford, Padenet was originally just another trading city, mostly focused on fish and other marine items due to its proximity to the ocean and location on a natural port area. It was also used as a customs checkpoint between Eoion and Yzel. However, as Navaford grew in importance, Padenet became more of a luxury town associated with the vacations of the ultra wealthy and an underbelly of crime.

Divisions

The city still maintains an air of legality despite its growing connections with illegal business and gang activity. Closest to the beaches are the homes and resorts of the wealthiest on the continent. Here, the richest of the legal world mingle unknowingly with the wealthiest of the criminal underground. This area contains resorts, casinos, yachts, luxurious restaurants, the most famous dancing halls, and stunning theaters. Those who live and vacation here often have two or three homes around the city, one inside and at least one on the outskirts as a get away from the party atmosphere of the center. Younger elites often attend the dancing halls to be seen and to obtain designer drugs supplied by the illegal market. This area is often called 'Morning', although the official name for the area is Bnrien.   'Below' this level is the mid-section of the city which is generally occupied by those who work in the higher portion. This is the most conventional of the city's districts and is often looked over when outsiders discuss Padenet. Modest homes, shops, and moderate luxuries are the norm. At times, those from the wealthy part of the city will come into this district as an escape, but this is uncommon. Those who hold the rank of manager or above in the legal establishments in the wealthy area most often live here in nicer homes whereas the rest of the staff tend to float between the lower end of this area and the higher portion of the lowest. The second district has the official name Kstem Ren and nickname 'Midday'.   At the bottom of the city's hierarchy is the third district, an area famous for poverty and crime. Foot soldiers in gangs, thieves, lone mercenaries, and other criminals congregate here for the easy access to the large black market. The poorest residents of the city who maintain legal employment in Morning and Midday also live here, attempting to keep away from the crime and raise their families, which has become increasingly difficult due to the encroachment of gangs. This district is known as Detren or 'Dusk'.

Gang War

Originally, Seraphim was the dominant organization in Padenet. However, in the last twenty years, Seraph Rae has taken over the entire city, murdering rivals and forcing independent drug dealers into service. They now control the vast majority of the illicit business in the area, along with several legal establishments in Morning that they use both as legitimate businesses and as fronts for money laundering. Residents of Dusk are well aware of the power the cartel holds, but those in Morning are very often shielded from this unless they are already part of the continent's underworld.   In the last two years, minor splinter groups and small new organizations have formed and begun challenging Seraph Rae for control of the city, particularly Dusk, where much of the street level crimes are committed. This has caused the number of assaults, break ins, and murders to rise sharply. Those citizens who are completely upstanding live in fear of the rising violence.

Government

The whole city is run by a council comprised of one member from Dusk, one from Midday, and three from Morning, a holdover from when merchants and the wealthy controlled most of the trade and thus had a great deal of power within the city. Each member of the council serves for three years before elections are held again. In order to keep control over the city and investigations away from their illegal businesses, Seraph Rae regularly installs their own people on the council and/or bribes/threatens other members in order to maintain power.

Major Landmarks

  • Nijibi Resort- Located on the northern beach of the city, this vacation spot offers luxurious vacation homes directly on the water and connected by docks. Each home comes with between one and three bedrooms, has a private kitchen and chef dedicated to those staying, full servant staff, and a pool along with direct access to the crystal waters. There are also masseuses' available, private theaters for plays, and various experts in water related sports to teach and entertain the guests.
  • Fpribrana nkwan (trans. Hotel Brana)- Situated in the center of Morning, it is the place to be seen. With several massive indoor pools, opulent dining, three theaters each with a new stage production every season, six dancing halls, including the world famous Brana Club, the resort is most popular destination for the younger wealthy. Don't believe the rumors about drug activity or illegal magic, those are ancient history. Here, you will find nothing but the best for the guests. Even the lower end suites are at least two bedrooms, contain a private dining area, and access to all amenities. Those willing to spend the most can purchase any of the top seven floors for themselves. These are the most sought after residential locations in all of Padenet.
  • Sarchol (trans. Heaven) - Some call this a house of ill repute, but there is none of that low brow nonsense here! This splendid hall offers the finest dancers to entertain the most high class of guests. The first two floors are occupied by large stages where the most beautiful men and woman perform. On the third floor is the world famous Luoon Restaurant, which can, of course, be rented out for parties of all kinds. The fourth and fifth floors are for those who want the most immersive music, dancing, and entertainment experience. Propositioning our dancers is frowned upon, but what they choose to do in their free time is between them and the guests.
  • Midday Square- The central shopping center of Midday, this area offers affordable luxury to those weary from a hard day's work. With several upscale restaurants, along with equally as wonderful affordable options, a large park area, and weekly stargazing and theatrical productions, Midday Square offers residents of the district and escape from the busy lives. Of course, visitors from Dust and Morning are also welcome!
  • Denus- It is here, in an abandoned indoor market building in Dusk, that most of the illegal dealing takes place. Good citizens should stay away.
