Demographics

Although there is a large population of merchants that visit and even reside long term in the Gem, the main residents are the members of the Rogue King's court, the thieves, assassins, grifters, cutpurses, fancy ladies, and other disreputable characters that give the city its reputation.  It is not that the Gem has more crime than any other city, and indeed, it may even have less violent crime than most places.  It's just that this is where all the people who make their living outside the law come to find a safe harbor.

Government

Nominally, the Queen of the Copper Isles is in charge of the the Gem, as it is technically the capitol city of the Copper Isles.  In reality, the Rogue King is the ultimate authority within the city, and though he leaves the Queen and her court to their own business, both groups know that it is only a polite fiction.  Anyone planning large political or social maneuvers in the Gem will be sure to pay their respects at the Rogue King's court before they begin.
The Rogue King "taxes" the residents of the city by way of taking a percentage of revenue generated from any crimes, as well as collecting protection money from most of the more reputable businesses.  Depending on the personality of the current Rouge King, this money may go into his personal coffers, or go back into the community in the form of food distributions, creche programs, and festivals.
