Once a thriving trading metropolis, successive waves of invasions, and changes in trading routes and political priorities mean that Sanctuary is now just a shadow of its previous greatness. Still militarily and strategically important to the Rankan Empire, the current occupiers, most of its indigenous population survive on fishing, a little trading, and servicing the needs of the Rankan garrison.
