Jubal

A famous ex-gladiator from Ranke who retired to Sanctuary after a successful career in the arena. Originally from the Azure Empire.
Jubal is widely regarded as being the boss behind most of the organised crime in Sanctuary, but this is something that had never been proved, and he remains popular both amongst the people and the nobility for his career. Those who investigate his activities too closely have a tendency to disappear.
He lives in a large villa and compound north of the city.
