Chuyqua (CHAY-kwah)

The nation of Chuyqua is an ancient country, some even believe that the first intelligent beings were created by the gods in the Al Mahud oasis's gentle crater. Modern Chuyqua is a highly developed society due to heavy recruiting of the emerging Artificer craft. The natural resources of Chuyqua are many, but do not include potable water so the government has a highly planned corps of artificers working around the clock to magically purify drinking water for the entire population. Many of the most incredible technomagical advancements in the past two hundred years came from Chuyquan laboratories. Geographically it occupies the western half of the continent of Oromo and borders the Ruwenzori Mountains and Xoshoyjan to the east.   The government of Chuyqua is a Heptocracy, a supreme council of seven elders who appoint their own successors. This rigid system has resulted in targeted, massive, improvements to the individual lives of the citizens at the cost of any individual participation in those improvements. The Heptocracy mobilizes vast swaths of the population through conscription to make enormous projects viable, like the artificial oasis of Brayada or the first known airship making desert travel much safer and accessible to the public.   Since the Earthquake and the outbreak of the Great War, Chuyqua has tried to remain as neutral as possible. Neutral in that they have sold arms and airships to both sides and reinvested the profits in the nation's improvement. They were also the first country to accept the Elven refugees from Eshor and Morethalas.

Structure

Chuyqua is ruled a Heptocracy, a supreme council of seven members who appoint their own successors. Potential successors are often given smaller roles in government to test their ability to rule. The Heptocracy exercises a great deal of control over the populace through conscription to various public work projects.

Culture

Chuyquans are highly socialistic and devoted to their fellows. It is expected for a young adult in Chuyqua to devote around 20-30 years to public works through government conscription. This is seen as honorable and a necessary service to the nation and this service grants you the privilege of enjoying your work and the work of your neighbors for the rest of your life. This has lead to a dual appreciation for the newly adult and the very old. One is just entering their service to the culture, and one is ending their service and appreciation of it. Older members of society are expected to contribute, of course, and excessive excess at the cost of public good is considered a great shame. A quiet, enjoyable, productive post-conscription life is considered ideal and something to be achieved and celebrated. A common burial epitaph is "A service to their Neighbors.", and the expression "May they serve with honor" is said for the dead as they continue their joyful work in the afterlife.

Chuyqua has developed almost every technological advance in the world over the past 300 years. Gunpowder, firearms, clockwork, Artificing, and others are all products of Chuyqua's productive politic. The Heptocracy also heavily recruits the brightest and best from the nations of the world in exchange for their terrific technology.

Chuyqua is ruled by a Heptocracy, a supreme council of seven elders who appoint their own successors. They have complete control over the Chuyquan economy, military, and populace, but are bound by the Seven Principles. A few Heptocracies have been ousted by the general public if they supersede the Seven Principles, or abuse the larger community, but in general the Heptocracy has been in step with the shifts of the local heptocracies who have more input from the populace. Chuyqua's extreme population density greatly reduces the distance between total and local authority.
