While he wields significant power, his rule is supported by a structured bureaucracy designed to maintain efficiency and uphold the laws of the Empire.   The Council of Ministers assists in managing the city’s administration. This council consists of appointed officials responsible for taxation, trade, law enforcement, and infrastructure. Below them, magistrates oversee the judicial system, adjudicating disputes and ensuring that both imperial law and local edicts are enforced. The Imperial Legate, a direct envoy of the Emperor, is stationed in Lexica to monitor the Count’s governance and ensure that the city's policies align with the broader interests of the Empire.   Law and order in Lexica are maintained by the City Watch, which patrols the streets and enforces local regulations. More serious matters, particularly those related to the Empire’s security, fall under the jurisdiction of the Imperial Garrison, a well-trained military force tasked with defending the city from external threats. Despite its rigid governance, the city remains a place of opportunity for those willing to work within—or outside—the system.   The city’s economy is built upon several key industries that ensure its survival and prosperity. Mining and metalworking form the backbone of Lexica’s wealth, as the surrounding mountains are rich in iron, silver, and rare metals. Large mining operations extract these materials, which are then refined and forged in the city’s massive industrial forges. Many citizens work as miners, smelters, and blacksmiths, with their expertise contributing to the city's famed weapons and armor production.   Another dominant industry is weapons and armor crafting. Lexica’s master-crafted arms are sought after across the empire, supplying not only the Dragonherz Guard but also the Vimor legions. The city's Forge Lords, powerful guild leaders who oversee the armories, ensure the industry remains profitable and that their monopoly on military contracts remains unchallenged. The city's skilled artisans also manufacture siege engines and war machines, further cementing Lexica's status as an indispensable military supplier.   While militarization defines much of the city, trade and commerce still play a significant role in daily life. The Great Bazaar, a bustling marketplace at the heart of Lexica, is home to merchants dealing in a variety of goods—both legal and illicit. Powerful merchant syndicates operate here, ensuring a steady flow of wealth into the city. Alongside this, military service and administration offer another major source of employment, as many citizens work as soldiers, guards, or civil bureaucrats supporting the empire’s vast military machine.   Due to its mountainous location, Lexica is heavily reliant on imports to sustain its population. Food and agricultural goods such as grain, livestock, and preserved rations are brought in from the empire’s fertile farmlands, as local farming is nearly impossible. The city also requires timber and lumber, vital for construction and weapon crafting, as wood is scarce in the region. Given the city’s mountainous location and natural fortifications, land-based trade routes are difficult to traverse, making airship trade an essential means of commerce and communication.   The Sky Dock accommodates a variety of airships, ranging from merchant vessels carrying goods to military warships used for imperial patrols. Grand staircases and elevated stone roads, supported by reinforced arches, connect the various levels, while intricate tunnel systems provide alternative routes through the mountain. The most ambitious of these projects is the Dragonherz Causeway, a vast series of interconnected bridges and tunnels that allow for swift movement of goods and people across the city.   Commerce thrives in Lexica due to its massive underground trade halls, where merchants conduct business away from the elements. The Great Bazaar, an expansive cavern marketplace illuminated by magical lanterns, serves as the heart of trade, attracting artisans, merchants, and travelers from across the Vimor Empire. The city also boasts vast storage vaults, carved deep into the mountainside, protecting reserves of grain, weapons, and essential supplies in case of siege.   The Aqueduct System of Lexica is one of its greatest engineering feats, channeling fresh mountain water through an intricate series of stone canals, reservoirs, and underground cisterns. These ensure a steady water supply to all districts, while a network of heated pipes—some fueled by geothermal energy—keeps certain areas warm during harsh winters.   Industry flourishes in the Lower Forges, where skilled smiths and engineers refine ore mined from the surrounding mountains. Weapons, armor, and intricate mechanical devices are crafted here, supplying both the city’s defenses and the greater empire. Innovations such as pulley systems, steam-powered lifts, and mechanical cranes allow workers to transport heavy goods between levels with remarkable efficiency.   Education and governance are concentrated in the Scholarium District, where noble academies and bureaucratic offices reside. Scholars, strategists, and imperial officers study history, warfare, and administration, ensuring the empire’s continued dominance. Without widespread religious institutions, the focus of Lexica's elite remains on knowledge, governance, and military strength rather than divine affairs.

District Open to Wanderers

  Lexica, though a highly structured and fortified city, has a district that welcomes travelers, merchants, and wanderers seeking work or trade. This is the Lower Commons, a bustling quarter at the base of the mountain where visitors can freely enter without needing permits or imperial authorization. The Lower Commons serves as the city’s primary trade hub, featuring open markets, guild halls, and inns catering to those passing through. Here, one can find artisans selling wares, mercenaries offering their blades, and information brokers dealing in whispers from across the empire.   For those seeking a more regulated experience, the Great Bazaar, located deeper within the mountain, offers a refined and secure trading environment. While it requires merchant licenses for permanent stalls, visitors may freely browse the wares of local and foreign traders, making it a major point of commerce.

  • The Deepcloaks – A network of spies and informants loyal to various factions, including both the Count and foreign powers. They deal in secrets, blackmail, and political maneuvering, shaping the fate of the city from the shadows.
  • The Smuggler’s Ring – Despite the city's strict trade laws, illicit goods such as rare artifacts, stolen relics, and contraband still find their way into Lexica through hidden mountain routes. This underground economy is run by a mix of exiled nobles, rogue traders, and daring adventurers.
  • The Forge Lords – The master smiths of Lexica’s Lower Forges hold immense sway, as their craftsmanship supplies weapons, armor, and siege equipment to the empire’s military. While they operate within the law, their influence over the economy and their connections to military leaders grant them quiet but undeniable power.

Guilds and Factions

Lexica’s unique position as a mountain stronghold and trade hub has led to the rise of numerous guilds and factions, each vying for influence over different aspects of the city’s economy, politics, and security. While Count Lucian Dragonherz rules with a firm grip, the city’s power is subtly shaped by these competing organizations, both sanctioned and illicit.  
The Forgemaster’s Brotherhood
One of the most powerful guilds in Lexica, the Forgemaster’s Brotherhood oversees the city’s renowned smithing and metallurgy industry. With access to rich veins of ore within the mountain and centuries of craftsmanship, this guild produces weapons, armor, and arcane-forged gear of the highest quality. Many members also serve as engineers, maintaining the infrastructure of the Sky Dock and the city’s defensive fortifications. Due to their importance, the Brotherhood enjoys significant political leverage, often brokering deals with the ruling elite to ensure favorable trade agreements.  
The Skyfarer’s League
With the Sky Dock being a crucial hub for trade and transportation, the Skyfarer’s League represents airship captains, pilots, and crew members. They regulate airship commerce, negotiate docking fees, and ensure that traders and mercenaries receive fair treatment. However, the League is notorious for its corruption, with smugglers and privateers often bribing officials to turn a blind eye to contraband shipments. Some League members are suspected of aiding rebels or rival factions outside the empire, though no hard evidence has ever surfaced.  
The Iron Veil (The Shadow Syndicate)
Operating beneath the surface of Lexica’s structured society, the Iron Veil is an elusive criminal syndicate that controls the city’s black market and espionage networks. While publicly denounced, it is an open secret that certain nobles and merchants conduct business with the Iron Veil to bypass imperial restrictions on trade. The syndicate also serves as an information broker, selling intelligence to the highest bidder, whether they be local nobles, foreign spies, or disgruntled factions within the empire. Despite the ruling elite’s efforts to stamp them out, the Iron Veil’s reach and adaptability make them a constant thorn in Lexica’s side.  
The Arcane Assembly
Though the worship of the Seven is banned, the Arcane Assembly functions as a sanctioned magical society within Lexica, ensuring that spellcasters remain under imperial control. Mages who wish to practice legally must register with the Assembly, where they are monitored and assigned to tasks such as enchantment, alchemy, and the maintenance of arcane defenses. However, rumors persist of rogue sorcerers and warlocks who operate outside the Assembly’s jurisdiction, often dealing in dangerous forbidden magic.  
The Draken Vanguard (Military Order of House Dragonherz)
The Draken Vanguard serves as the elite military force of Count Lucian Dragonherz, personally loyal to his rule. Unlike the regular city guard, the Vanguard is trained for both conventional and aerial combat, often utilizing arcane-enhanced weaponry and tactical airship maneuvers. They enforce the count’s will with unwavering discipline, quelling uprisings and ensuring that no rival factions gain too much influence. Members of the Vanguard are handpicked from the most skilled warriors, tacticians, and battle-mages in Lexica, making them a fearsome force on the battlefield.  
The Merchant Princes
While guilds control production and trade regulations, the Merchant Princes are a coalition of wealthy traders and aristocrats who dominate Lexica’s commerce and economic policies. These individuals own vast warehouses, mining operations, and supply chains, ensuring that the city remains financially prosperous. Many of them have close ties to imperial officials and foreign dignitaries, allowing them to manipulate trade laws for their own benefit. Though not a formal faction, the Merchant Princes collectively hold enough wealth to challenge even the ruling nobility if their interests are threatened.

History

Lexica was founded in 315 NE as a mining outpost under the rule of the Theocracy of Brafon. Nestled against the side of a mountain, the settlement was established to extract precious metals and gemstones buried deep within the rock. Over the following centuries, Lexica grew into a fortified town, with its natural mountain defenses making it a stronghold for the theocracy’s mining operations. However, its history has been marked by pivotal events that have shaped its evolution into the bustling city it is today.  
The Expansion of the Silver Vein (402 NE)
A massive silver vein was discovered deep within the mountains, leading to an influx of laborers, merchants, and priests seeking to control the wealth. This discovery spurred the first major expansion of Lexica, turning it from a small outpost into a thriving mining town.  
The Stonefire Rebellion (467 NE)
Discontented miners, angered by oppressive taxation from the Theocracy of Brafon, staged a rebellion known as the Stonefire Uprising. Armed with stolen weapons and mining tools, they seized control of several key tunnels before being crushed by the theocratic army. In response, the ruling priesthood imposed harsher restrictions on the workforce, further entrenching Lexica as a city of labor and religious oversight.  
The Deep Plague (521 NE)
A mysterious fungal plague spread through the underground mining tunnels, killing hundreds of workers and forcing many shafts to be abandoned. Priests declared the sickness a curse from the gods due to impiety, leading to mass purges of suspected heretics. This event left scars on Lexica’s population, and superstitions regarding deep tunnels persist to this day.  
The Iron Pact (590 NE)
Seeking greater autonomy, Lexica's leading blacksmithing and mining guilds brokered an agreement with the Theocracy of Brafon, known as the Iron Pact. This allowed the city's guilds to manage local affairs in exchange for continued tribute to the theocratic rulers. This agreement established the foundation for the powerful guild presence in Lexica that persists even under the Vimor Empire.  
The Warpath of Ashur Vimor (688 NE)
The Theocracy of Brafon fell to the relentless military campaign of Ashur Vimor, a warlord whose conquests laid the foundation for the Vimor Empire. His armies swept across the theocratic lands, toppling city after city. Lexica, seeing the inevitable collapse of its rulers, surrendered within days and pledged allegiance to the new empire. In exchange for their cooperation, the city's guilds and noble families were granted imperial protections and economic incentives, securing their continued prosperity under new rule.  
The Great Foundry Fire (714 NE)
A massive fire engulfed the central industrial quarter, destroying several forges and setting back weapons production for years. The disaster prompted an overhaul of the city's infrastructure, including improved fire suppression systems, ventilation shafts, and safer forge designs, which allowed Lexica to recover and expand its industrial capabilities.  
The Sky Dock Initiative (755 NE)
As airship technology advanced, Lexica was chosen as a strategic hub for Vimor’s growing aerial trade network. This led to the construction of the Sky Dock, an engineering marvel built into the mountain itself, allowing for the easy loading and unloading of goods between airships and ground transport. This event solidified Lexica’s status as a critical trade hub in the empire.  
The Dragonherz Ascendancy (781 NE)
Count Lucian Dragonherz, a shrewd and ambitious noble, was appointed as ruler of Lexica after proving his loyalty to the Vimor Empire. His leadership ushered in an era of economic prosperity and military strengthening, making Lexica not just an industrial powerhouse, but also a fortified stronghold guarding the empire’s western front.  
Present Day (797 NE)
Lexica now stands as one of the most prosperous and strategically vital cities in the Vimor Empire. With its industrial might, fortified defenses, and thriving sky trade, it serves as a beacon of imperial power while remaining deeply influenced by its tumultuous past. However, tensions still simmer beneath the surface—between guilds vying for influence, miners whispering of ancient curses, and rumors of rebel factions stirring in the dark tunnels below.
