Grand Immortal Three Spirits, Governor King of Menxi (a.k.a. 大仙三灵 - Dàxiān sān líng)
This accomplished Wu jen was appointed by Fu Guanting to rule over Menxi. Menxi sits on a dangerous pass through the 10,000 Mile Dragon Barrier, so Fu Guanting sought a powerful immortal of high cultivation to defend it. After rebuilding Menxi and organizing the military to fit his assigned goals, the Grand Immortal Three Spirits left the day to day administration to others.
At first, his hands-off approach to governing allowed him to rebuild the infrastructure of the city and focus on repelling monsters. With time, his ministers became corrupt and violent street gangs took effective control of the city.
Now, at the suggestion of a compassionate noble who worships Guanyin, the Governor King and the Ganju Emperor are personally purchasing weapons off the streets in bulk. This has greatly reduced the amount of deadly violence in the streets, has improved the local economy, and overall earned the respect of the nobility and the common people alike.
Grand Immortal Three Spirits is still a somewhat mysterious leader, preferring to advise his own ministers from the shadows and rarely, if ever, presiding over court duties. His palace, the Gate of Heavenly Harmony, sometimes hosts lecturing sages, monks and other intellectuals. These lectures are free to any child under the age of 15.
