Shimmerfell
Shortly before its waters join the Skucil, the Niverbour River passes through a plain of shattered glass. Ranging in size from not much more than grains of sand to the size of Yaoguai , the various colours and shapes of these crystals are an awe inspiring sight. When the sun is particularly bright or in the aftermath of an eldritch storm, the crystals glow with a brilliant light. Intrepid harvesters brave the hazards of the crystal fields to collect a wide variety of crystalline resources.
On the edge of this glassine plain the city of Shimmerfell has long provided a base of operations for the crystal harvesters and the artisans who use these resources to manufacture both mundane and magical objects. Each of the three main gnomish traditions coexist here, although many neighborhoods distinctly favour one heritage or another.
While the crystal fields attract more warpstorms than usual in other parts of the Blightmark, the walls of Shimmerfell include strong wards protecting against the eldritch storms. These overlapping layers of protection are sufficiently powerful that the pace of the city only slows for the most extreme storms. Those outside the city are not so lucky, and huddle in whatever shelter they can find to wait until the danger has passed.
Most travellers to the city will find their way to Trade Town, the heart of the city. For those with the coin to spend, it is here that most artisans, guilds, and merchants conduct their business. Trade Town also houses the University as well as smaller centres of learning, both sacred and secular. However, once the sun sets, the district quickly empties out as workers return to their homes and visitors look for lodging or entertainment, usually in Shortbrook or Carnival Ford.
While the gnomish residents welcome other races to Shimmerfell, especially if they have coin or knowledge to share, most tall-folk are prevented from permanent residence within the main walls. More successful outsiders find a place in the communities of Wheatridge (mostly human) or Five Walls (dwarves), while the least fortunate eke out a living in Rat Alley. Westway and Southgate are the most ethnically diverse areas of Shimmerfell, housing races from all across Riesa.
From the Citadel overlooking the Niverbour, a council of ten gnomes govern the city. Each of the fell knight, spell bright, and clock wright factions nominate three councillors, while a Lord Mayor represents the interests of the city itself. The main concern of the council is the safety and security of Shimmerfell, the profitable trade with other regions, and the equitable division of crystal resources.
