Presiding Officer of the Confederacy
The Presiding Officer is the second most senior position of The Brynic Confederacy after that of the First Officer. It is the duty of the presiding officer to ensure order at the congregations of the confederacy, to allow debate and votes to be carried out without disruption or intimidation, and to verify the counting of votes and to pronounce the outcome. The position is intended to be a neutral one and as such must be held by an individual with no other official capacity within the confederacy (this also includes the sovereign titles of the confederate states).
