First Officer of the Confederacy

The First Officer of the Confederacy is a title granted to the nominee representative of the confederate state whose reign of office has begun. The First Officer is considered, in a sense, to be the leader of The Brynic Confederacy though their power is limited. Their primary purpose is to lead the congregations of the confederacy during which they will lay out the proposed laws and motions which will be voted upon by the representatives of the confederate states. The position of First Officer changes every five years, the confederate state from whose representatives the First Officer will be nominated cycles between the ten (six during the first confederacy) separate confederate states.   In essence, it is the responsibility of the First Officer to receive draft legislation from the confederate sovereigns, which he will then package as appropriate according to confederate law and present laws and motions to the representatives at congregations. It is at the First Officer's discretion as to which order such laws are presented, which has sometimes led to deliberate delays and orders of votes designed to encourage certain laws and motions. In order to receive draft legislation, the First Officer is generally travelling from court to court throughout their tenure, receiving such legislation from representatives of the sovereign, or on rare occasion, from the sovereign themselves. As such, this role is often not held by independently wealthy individuals as the travel represents little opportunity for true rest.
