Pendraxian Judicar Legion
The Pendraxian Judicar Legion is an interstellar alliance of worlds operating under a combined government/military that borders the interstellar demilitarized zone that Earth is part of. The Legion is the youngest interstellar neighbor to Earth, and tied in size in terms of claimed interstellar territory with the Peazzle Emperium Emperium.
According to Judicar Earth-One, the official ambassador to Earth, the Legion governs roughly 120 planets across approximately 75 planetary systems mostly galactic-rimward and including the Orion Nebula. By their reports, the Legion includes just over 80 sentient species, but the only one that has been physically present on Earth are the Judicars, a race of genetically modified clones. The entirety of the species in the Legion are referred to as the Pendrax, although it is also understood that the Judicars have developed from a species originally known as the Pendrax.
It is of particular interest to the people of Earth that the Pendrax also had an event in their distant past similar to the Neohuman Activation Pulse. It has not been made clear when the Pendrax became the Judicars, and there are some rumors that the Pendrax still exist and direct the Judicars through Judicar Legion One. The genetically modified clones of the primal superhero Judicar share many powers in common, but specialists are known to have slightly different powersets as needed for particular environments or missions. By default all Judicar demonstrate superstrength and speed, augumented intelligence and deductive abilities, and some minor energy control.
The Legion operates as a strict military heirarchy, although there is some apparent efficiency increase when dealing with mass numbers of clones as they respond more quickly than similarly sized militaries typically can. While the ranks of the Judicar cannot be filled by other species, many find employment as civilian contractors fulfilling needs that the Judicar can outsource.
The PJL has maintained fairly positive relations with Earth since learning of the Peazzle Invasion (Mr. Mysteries' So-True Histories Episode 21 - Supervillains and Global Threats) and Earth's ability to end the blockade on their own terms. They also have generally positive relations with both the Vendoshan Theocratic Interrignum and Malidictum Federation Federation. While there is current peace with the Bulrathi Emperium, everyone aware of the situation knows it is only a matter of time until another war or border skirmish breaks out. In the thousand year history of contact between the two interstellar powerhouses, they have been at war more often than not.
Culture
The Judicar are a rigidly militaristic culture, but this is heavily influenced and moderated by all members of the race sharing a similar mindset and cognitive pattern. As a consequence of this, it is more apt to view the Judicar as a pseudo-hivemind than a traditional military group. The Legion is focused on maintaining a strong defensive presence and the cultivation of new colony worlds within it's territory.
