Vallaki
A town of contrasts, Vallaki is at the center of the power struggle between the twins. Before the ruler of Barovia was split, it had seemed like the town was finally going to have some sort of peace between Fiona Wachter and Burgomaster Vargas Vallakovich with the upcoming marriage of their children, but being caught in the middle of civil war has only aggravated things more.
Not long after Strahd von Zarovich's split, Fiona Wachter was offered support of the Creature's Faction so she could make a grab for power. One dead burgomaster and a missing future son-in-law later and Fiona is the Acting Burgomaster of Vallaki until the search for Victor Vallakovich and Stella Wachter concludes.
Government
The burgomaster here has to balance the wishes of the influential and wealthy Wachter family and what he wishes as well as the usual duties of collecting taxes and keeping the peace. His usual way of handling the ever-present danger of Strahd was a festival every week. With a newly sane future daughter-in-law around and a son who recently grew a backbone supporting her, these festivals have largely stopped. Baron Vargas has now largely left unsmiling people be, dropping his insistence on happiness.
Under the rule of Lady Wachter, the festivals have completely stopped and the guard patrols have been ramped up to better search for those belonging to the Alchemist's Faction.
