Baron Norgalm Skulltrap (a.k.a. 'Galm the Bored)

The leader of the area's Kargat and "mayor" of Nartok is a well-kept human revenant who recently fell in the Second Dead Man's War. Now assigned to keep the city in line, he largely keeps his agents busy looking for excuses to fight civilians and occupies himself by occasionally scaring the merchant council into submission.
