The Phoenix Emperor

As the title would imply, the Phoenix Emperor is the lord of the Phoenix Empire and master of The Magistrate. They draw their line from the First Phoenix King of Arcadia, and have ruled from there for thousands of years. While it is technically false, the founder of Arcadia is considered the first emperor although the title would not be created until the War of Three Breasts and the signing of the Beastal Concordant.   The position is perhaps one of the weakest in comparison to the ruling seats of previous empires. As the Supreme Magister, they are expected to be as much as a servant to the people of the land as those people are servants to them. The position, while holding a religious aspect due the Church of The Golden Phoenix, is in many ways expected to be a secular one, who judges fairly and equally, whether man or mage. It traces many of its powers and limitations back to The Codex Magistatus, written in such a way that while they had many powers that put them above the leaders world, they are not powerless in comparison, a flaw to the previous Kirithan Empire .

They must be capable of tracing their bloodline back to the First Phoenix King

Appointment

Upon the death or stepping down of an Emperor or Empress, the chosen heir, most commonly the first child, shall undergo the ritual of accession to take the throne. It is common for a week-long celebration to follow in Arcadia. During this time the princeling will climb the mountains of the Nineveh region, to a shrine that it is said that the founder of their nation first got visions of the nation of Arcadia. Whether this is done merely for the tradition or from actual ceremonial law is unknown to all but the royal family.

Duties

Above all else, he is meant to enforce the law and ensure the freedom, protection, and rights of the people within the empire.

Responsibilities

He is the leader of the Senates, Master of the House of Scribes, Supreme Commander of The Magistrate, and more. He is considered the head of state, and as such may don the highest ranking uniform of any military service within the Empire

Cultural Significance

The view of this position changes very much on the position of the culture to the Magistrate as a whole and the Emperor in position. Some Cultures such as the Tethranaire have a distaste for a number of the empire's laws but their loyalty changes based the Emperor's openness to Magi. The Curinans are furiously loyal. The Meadowians of Slyvaflora though are often rebelious if respecting.
