The Codex Magistatus
The singular tome of laws, ideas, philosophies, and visions from which the empire of The Magistrate was founded upon. It was written by the first phoenix king and emperor when the great empire was little more than a fledgling city-state doomed to die.
Purpose
It was created with the intention of laying the foundation of a country that could not only maintain its own existence but prosper despite an ever-changing world, diverse population, and the threat of uncontrolled magic.

Historical Details
Background
It was created by the phoenix king of the Arcadia city-state after the First Arc-Curin War, and during the Age of Shadows. One of the dark ages of The Cycle in which the world was rocked with vast political turmoil and magic was vastly unstable for any but the most studied and measured of magi.
History
It would eventually cause the events known as the Night of Sorrows, which rocked the newborn nation to its core when it was so young. It would also truly establish the nation of Arcadia.
Public Reaction
The document was widely rejected by the magi of Arcadia, though many men and women would cling to the work seeing it as a comforting flame of order in a time of chaos.
Legacy
It eventually would lay down the foundations for the empire of The Magistrate. For thousands of years, it has been looked upon to set precedent for future law. Many believe that its teachings have allowed the empire to become the longest lasting of its kind.
