MCPD Bounty Office

This started a few weeks after the Second Catalyst Event.  It allowed private citizens to start hunting for Millennium City's most wanted, within a legal framework that proceduralised behaviour, tactic and equipment to be used.  It allowed private citizens, whether Powered or therwise, to do their bit to try to bring someone to justice.
The postings have huge disclaimers and waivers that need to be signed before any details are given, so that any injuries or deaths are solely the responsibility of the individual and mitigate responsibility from Millennium City or it's governance.
