Biotechnology involves genetic engineering compatible with humans who use hachimoji DNA structures, mostly by Rapid Gene Processing and Tissue Growth. These include Adepts / New Men and certain Mutants whose procedures were met with disastrous and often irreversible consequences.   The only difference between Adepts and "New Men" is application and philosophy. They can both use the same technology. Adepts tend to use it for cosmetic and aesthetic reasons to perfect beauty ideals. "New Men" take a more practical approach to the technology and use it much more liberally, such as sprouting working wings, horns or fins.   Mutants come in two varieties. Genetic Mutants were originally those attempting to become New Men, but something in the technology resulted in disaster. Applying a change has a very good chance of exaggerations, side-effects, and often gross disfigurement. However, that doesn't mean that an application didn't work at all. It's just...different.
