Founding
Queen Shawha was elected as the first queen of the eastern human kingdom, and the nation extended his dominion over most Anklife channel coastlines as well as the most fertile of the nearby inland regions. The original Sand Council (nowadays a name of part of the Khalimedi political structure) is associated with the founding of the Empire, with the three members still being honored at the current time as demigods or national heroes in eastern human culture. These members were: Queen Shawha, the Shaly'ah of the time and one of the seven Mahrai. The legend says that these three figures had their meeting around a campfire on a sandy beach near Khalimed, and from this comes the name "Sand Council", that is still in use. Nonetheless, while the event itself is known and cherished throughout most of the Eastern Continent, only queen Shawha's name is known. The writings and historical accounts of this event mention the position of the other two members multiple times, but their names differ depending on the source. The most ancient sources even talk about multiple Mahrai being involved, making identifying a single responsible person incredibly hard. Because of this, they are referred and honored as the Sand Council, which has carried religious significance for a while before becoming purely political. Queen Shawha's name is however still kept in high regard and people can pray to her in one of the many shrines scattered throughout the Empire.
