If you speak to an elf, humans are reckless and stubborn, but if you ask a dwarf, humans are too easy going. Other races, when they sometimes gather at an inn and discuss humans they will often have contradictory views. Eventually the other races could agree that humans are the most versatile race and are found across the world, in every corner even if they are not supposed to be there. Particularly in the nation of Okkar Gæti, humans collectively agree that humans born and raised in this corner of the world show discipline, respect, and perseverance.
Structure
First Class General
The highest rank achieved within the Military and one achieved through great battle. There are several ways a general may achieve First Class General: agreement of five generals or challenging the current first class general to combat. First Class Generals do not have a final say as they are a part of the Circle Sun Council of Generals and if enough Generals do not agree with the decision then they could be overruled. Public Agenda
In the deeper parts of Okkar Gæti households are strict, yet loving and a loyalty to families and the country runs deep. Respect is key and even with speaking with strangers even the youngest children know how to properly address their elders. For this, crimes aimed at elders and especially veterans result in severe punishment. Education is valued here, and jacks of all trades are praised in this nation, as any skill might be useful when corned in enemy territory. Other countries might place values in spies and investigating their enemy, Okkar Gæti forces prefer to learn of their possible enemies in a more straightforward manner.
It is the belief the military forces are powerful and diplomatic enough to encounter any possible challenge.
As such, spies are not often used because attempts to storm the country are an open dare. Natural borders exist and patrols do not draw lines across the country at the natural environment has been a useful buffer. Anyone can attempt to enter the country as well as any other military force marching into the plains and sand face no garrisons or stone walls. However, once the first city or plains tribe sees suspicious movement, a complex and secret alarm is raised across the country.
Assets
Only in the last two centuries did the Military gain a decent footing in this world after the discovery of a rare metal found under the harsh landscape. The Empire and Community often try to compete financially for the sale of this metal, though the world has yet to see what use it could reveal.
Aside from this the might of the military is a paramount asset of the country as a whole. Trained in siege warfare, cavalry, blitz attacks, and all type of strategy the military force could be the best in the world. Additionally the sheer amount of hands available are useful hired labor for international income.
History
For those that fled, west, some moved north rainforests, savanna, mediterranean areas, forests, and the far north encountering half- orcs and dragonborn along the way. The rumor is that when speaking with the other races they claimed no one would be able to settle in the steppe and desert of the west.
Finding this as a challenge, the couple and leader of their wandering village, Nadir and Omar Seif told the dragonborn at the time they would settle there and to come visit them in ten years. The road was long and difficult, though through the leadership of the Seifs the people carved out a life in the harsh climate. As this area of the continent was never explored, the Seifs discovered vital water sources and key rivers necessary for survival and growth. The ten years passed and when the dragonborn who issued the dare, Kovarro the leader of the growing dragonborn of the north, wandered into the desert they found people. Requesting an audience with the Seifs, Kovarro and his band were escorted to the eventual capital of Okkar Gæti, Najran in 1336 Y.C.
Impressed, Kovarro saw the potential and opened up trade agreements as soon as dinner was completed. The Seifs agreed and since then dragonborn and human relations were always fairly steady to good. Years passed and the Seifs produced many children with the intent to keep power within the family and also due to the hard labors some children were lost to the sands and sun. However, after a handful of generations, in the year 1987 Y.C., trouble began within the country following years of extreme drought and crop failure. Desperate the current Sultan at the time was Habid Seif who began to search for any solution as whole towns were beginning to disappear to famine and disease.
The tale of what would occur would be spun into an epic known to most humans and even those that are not native to the Military. In sum the Sultan Habid would find his answer with the blue scaled dragonborn named Annakko who devised the lack of worship to a god named Sho Havzi was the cause of these poor environment conditions. Demonstrating the power of this god, she drained her blood for him. almost dying during the ritual, and used it to appease the leopard god. Soon rain descended on the capital and temples of worship for the feline deity were established. The practice continued for 35 years and the people prospered, except for those that paid attention. Only settlements with a temple benefited from this practice and it was not made known to the public how the rains came. Unwanted people disappeared and over time the truth was revealed. Knowledge of the human sacrifices led to rebellion and Habid's son, Rhaego, was now sultan who in the year 2028 Y.C. attempted to squash the rebellion.
Through organization efforts the National Liberation of Free Peoples (NFLP) was formed to fight the government and eventually they won in the year 2061. Further intelligence would reveal an in depth plot created by Annakko who planned to destroy the country from the inside out since the beginning. Since appearing before former Sultan Habid she magically tricked him throughout the rest of his reign until he "stepped down" from his rule for his son, the bastard child of Habid and Annakko. It would be further revealed that Rhaego's son Rakkaharo contained more dragonborn blood than his parentage would be believe and it was surmised he was the spawn of Annakko and Rhaego. Annakko sought the destruction of this nation after she her advances as a maid in the sultan's palace was spurned by Habid who did not desire to betray his wife. Enraged the half-blood dragonborn disguised herself as a full blooded dragonborn and sought powerful magics to begin planning her long sought revenge.
Finally in 2062 the weather turned for the better for a solid three years, known as the Three Year Miracle, and it was a time staple foods flourished. With the Seif line severed a political power vacuum existed, though no forces were strong enough to take hold. Even the NLFP who helped rebuild after a century of slow growth began to spur unity and infrastructure, would come to lose power when the leader Talia lost hope in her children. Birthing six she hoped her leadership and power to unify splintered tribes and towns would continue, but internal sibling fighting would split the family between typical society and those that desired to roam the steppe on their horses. These two factions would become and remain the Stone Dwellers and the Horse people. Among the Horse people a divide would continue between general wanderers and factions that preferred to pillage and ransack settlements. Finally NLFP diminished and disappeared into the passage of time. Centuries passed when global events made humans more alert to the lands surrounding them.
At last an individual who gained traction was a local fighter named Totah, a woman growing up on the borders of the desert whose family line directly dealt with the fighting of the tumultuous country. Having earned her respect a group began to surround her, dubbing her sultan queen to rule Narjan and with her guidance the city was restored. Messages were sent out across the land, requesting the populations to send their potential leaders and thus the Circle Sun council was founded. Under the Totah leadership the best minds drew up potential battle tactics, ration supplies, strategy, and so forth should Okkar Gæti ever come under threat. In payment for pulling off this successful agreement, the counselors agreed Totah as the front leader of operations and while other places may take the name President, King, and so forth, Totah created the title First Class General. Okkar Gaeti history would have it note that it‘s true establishment began in the year 4286 over a 565 years ago.
In those 565 years fair number of coups have broken out or been attempted during the nation‘s existance. Regarding how one earns the rank First Class General has been a matter of political and traditional dispute. One known method of earning the rank of First Class General is for an under General to challenge the current leader to a duel. Sometimes a General has lost their life and the government continues to run smoothly, though at other times when a General has lost, their allies have rebelled in revenge against the rest of the military. Despite the change in leadership the structure of the government would hold strong from it‘s beginnings up into today.
Currently the First Class General is Medina Jabir. She is best known for slaying platoon of serpent beings who attacked a village and the story goes that her veins are constantly visible and black as the poison from all of those veins continues to course through her body in an effort to kill her, yet she lives. Since that time the world has recognized Okkar Gæti as a military force to be reckoned with and now that invasion of the human territory is either very brave or incredibly stupid.
Demography and Population
Humans of course live throughout the lands and most settlements are near major rivers or an oasis. The further east on travels will find the arid, dry desert gives way to more grass full steppes where the Horse people roam as nomads. Within the country non-humans such as gnomes, half- orcs, and dragonborn are fairly common. Dwarves could be found here and there in major cities or large towns attempting to establish business with the government. Tieflings and elves are not common and halflings are rare.
The last census estimated the population to be at about 21.5 million.
Military
The overall military is broadly split by two divisions: the Hamat Alshams concerning domestic interests and the Aldifae Aljafu concerning international interests. Each division is overseen by one of the Generals on the Sun Circle council and is further divided into environmental and specialty divisions.
Aldifae Aljafu
The Aldifae Aljafu (AA) contains an army and coast guard that may be further broken down into combat and information related groups likely overseen by Brigadiers and Generals at the top so they may answer to the Sun Circle Council respectively. The army in domestic terms is split into foot soldiers, cavalry, ambush, infantry, ambush, and projectile groups. Another division of domestic forces that is not for the purposes of direct combat are involved with recon and intelligence, special soldiers with astute planning and senses. A third division is the group to specialize with water environments such as rivers and the sea, especially the coastline. For those in this division their navigation and use of boats is not only tactical for defense, but to aid in search and rescues operations in the water. Hamat Alshams
Is somewhat different than the AA in that there are more specialty divisions found in the Hamat Alshams (HA). For the army the groups of foot soldiers, cavalry, etc. are the same except these individuals are trained to fight in a particular environment or a specific enemy. Whether it is building themselves against the cold tundra of the north or the brutal, bitter winds of the mountains to the jungle environments, soldiers in the HA are prepared to fight or recon in special environments. While the main environment of the country is made of a desert, arid landscape their navy is not to be trifled with as their development of ocean and coastline defense is nothing to laugh at.

In the centuries of recovering from conflicts and natural disasters such as famine or plague, the Military fell behind on new technologies and discoveries. Utilizing gnomish influence and trade, the Military is attempting to catch up with the rest of the modern world.
Religion
An official religion for the Military has not been declared and religious practice while not banned is not fully practiced across the land. With native humans and humans from the outside worlds come and going throughout the centuries, a number of pantheons and deities have spread into pockets of the Military. Rather, religious practice can vary family by family or not exist at all. What is known on a cultural level is that religious doctrine that surrounds motifs of the sun, blood, and heat are often discouraged given the bout of bad religion with the cult Sho Havzi. Any religions containing doctrine or representation with these topics is watched regularly by the government for fear descendants or followers of Annakko who may strike out against the government again.

The relationship with the small folk has been growing in the last century especially because the Military has found the research and technology of the gnomes to be useful. Wasteful to not develop a relationship with them, but of course, human nature is weak in becoming charmed by creatures viewed small and cute, whether that is a compliment or not to the individual gnome. Even the tallest and sturdy of humans may come close to that of a half-orc, but more times not so much. Understanding the natural physicality of the half-orc and not underestimating them, the government respects the half-orcs. Views of the species may still vary human to human, however, the government never shys away from looking into a cadet stemming from a half-orc family. The Republic of Olo' Atxkxe
Because of the distance and perhaps due to the appearance of tieflings, the view of the country is wary. While not seen as a military threat the idea of a tiefling spy network or covert missions worries the government, whether they be real or not. The Empire of Tinu Núr

But as a species humans of the Military might find them boring and slightly disturbed that they humanoids live for lengthy periods of time. Looking at the history and finding their capacity of warfare in a number of successes, the Military is careful with the Empire and ready for any moves. The Empire could have planned an attack centuries ago since the elven bloodlines greatly outpace human lifespan and so they watch and wait. The Expansive Versvesh Gahri
As a whole feelings toward this country are very good, yet the Military would prefer to conduct more established trade. Since the anarchist society of the dragonborn does not sit on a stable government, international relationships have been difficult to solidify. A First Class General may be inches away from an agreement when suddenly the leader of the Expanse is mysteriously disposed of and the replacement is merely a strong, but stupid representative.

Agriculture & Industry
Given the desert environment hunting and farming is possible, though gathering raw resources is not this country's specialty. Rather their manufacturing of raw materials, especially large machines and tools are a notable trade, especially for weapons and siege tools/ structure design. A fair trade has developed with the halflings by selling larger pieces of equipment for farming and travel are a notable business. Lastly, while the production of raw cottons, fibers, and silks is not a specialty, the use of cloth and garment into specialized clothes is highly praised from this nation.
The economy of the Military is unique as it has become a successful central planned economy and with this economy money such as gold, silver, and copper do not factor at a local level. Once a cadet has finished his time in the military and decides not to stay in the military they are likely assigned to choose from a handful of presented jobs. Depending on physicality, their specialties, and other reports gathered by the military during their training they are assigned to an Alfariq. The government monitors the various Alfariqs to determine which division is in need of more helpful hands and once assigned to a group the former cadet is likely to live out most of their life in a particular region.
The way Alfariqs work involves groups of families or individuals who work on a particular agriculture or industry. For example, Alfariqs living on the coastline are likely to produce sea related products such as salt, fishing gear, boats, etc. Once the Alfariqs have taken their necessary share, the goods are transported to warehouse hubs where it is determined which settlements are in need of certain products. Rice grown in one area may send excess rice to areas incapable of growing rice while the other sends fish that would otherwise be unavailable. The distribution of basic needs via the government makes money obsolete, though paperwork is heavily used to track and organize the ongoings of the economy. Excess goods that have satiated the rest of the country are sold overseas to the other nations. Money obtained by one country is used to by the goods of a different country.
Trade & Transport
Beasts of burden and general wagons have been a staple for the Military. The development of highways and federal roads has taken many centuries to not just develop, but to also maintain. Particularly in the sandy desert it is difficult to map stable roads due to the shifting sands and the hallucinogenic environment created by the heat. Rumor has it the government plans to radically alter trade routes by working with the dwarves and gnomes, but the secret has yet to be revealed as to what.
Education
Human children enjoy their young years care free, taking on responsibilities at the age of seven and by age 10 they are sent of to their regional camp. For 5 years these children are trained as soldiers learning the way of various weapons, tactics, and team work. Once training is complete these teenagers are required to complete military posts for 8 years and at the age of 18 their contracts are complete. Teenagers who run away and skip their 8 years of required service are often shamed from their families and if caught punishments are sometimes severe, depending on the person. However, some rumors float around that the richest families pay off certain officials so their children skip the 8 years service and/ or gain a higher rank than moving through the proper channels.
During their military career, if talent and specialization emerge, individuals might be offered hired positions beyond a cadet. If they decide to remain in the military after this trial run, cadets may rise in the ranks and generally remain in service until the age of 50. As a retired veteran they are general granted minimum stipends to support themselves or their families. However, unable to keep still, most veterans continue working in some sort of a capacity whether they continue to live in the Military or retire to other favorable climates.
Infrastructure
The infrastructure of highways and the construction of buildings in cities is well, but otherwise the Military's infrastructure could use some updates. Given the dry landscape suitable aqueducts and sewer system is rare throughout the country, an issue the country has sought help with the dwarves. Otherwise fortifications of army bases and coastal related settlements is excellent, though overall secretive. The common phrase known throughout the world to indicate something is impossible usually compose of,
"Me proposing to the captain's daughter? That is as likely as me overtaking one of the Military bases."Whether is is strongly fortified walls, tunnels, or anti-siege machines it is not well known how bases operate their defenses except for those who have completed their training.

While the Might of the Military is strong, the weaker points of the nation does deal with raw materials, though their ability to mass produce and manufacture those raw materials into other goods is strong. For example, a dwarven lumber business may be farming and collecting timber in the Wild Lands, send it down to Okkar for processing, and then have it sent back to the Kingdom for further development. Local farms help develop the stores of feed reserved for military conflict and famine while mass imports of food and food that cannot be grown in the environment likely come from Hrabstavi. Goods that involve too many intricate mechanical workings to be mass produced are imported form Cunomalc as well as their minds for invention and research.
Imports from Tinu Núr and Olo' Atxkxe are not so common as the military does not have a population in need for such services such as luxury goods or entertainment. However, traveling entertainment ventures from say Olo' Atxkxe may commit to a contract with the government to travel to a set number of settlements. Should their performance be rated as good to excellent the remaining payment of their contract is fulfilled at the end of the tour. If groups of laborers continue to produce decent out put and goods for the government, then they may be rewarded with luxury items not found within the Military boundaries such as elven perfume or art pieces.
Legislative Body
The First Class General along with the Generals of the Sun Circle Council create, assess, and alter laws on a federal scale. In order for a law to be passed about 75% of the member of the Council must agree, however if a law to be passed is overruled by the First Class General the law is halted and debated further even if the vote is near unanimous. If the First Class General says Yes to a law that is about to be passed the remaining Generals could overrule this judgment and further debate continues. If over a period of time the law proceeds no where the law is dropped and evaluated again in five years, unless a challenge is presented. Members of the Sun Circle may literally fight the opponents of this law and as long as their is not a fatality, the winner of the physical bouts has their law passed.
Judicial Body
The Judicial body comprises of several military ranks: Colonels, Captains, and 2nd Lieutenants. Regionally Colonels report to the Major General and has the power to slightly alter a law for the region only. Captains oversee Justice on a local level in large towns or cities as acting judges. On a smaller scale 2nd Lieutenant's not only oversee the Justice of a village or town, but act as the leader of law enforcement in the settlement by overseeing one or several platoons.
