Though it was assumed to be common knowledge for us Rexiots when we started attempting to make diplomatic missions we needed a formal capital for them to be hosted at. With the vast majority of the surviving people of original Earth living there, it just made sense to make it a formal capital for the kingdom.

King Maffeo Rex realized that other empires would be wanting to send their own diplomats to interact with the Rex Kingdom. In his wisdom, he decided to simply ensure the survival of humanity by making the most heavily fortified structure they had found the heart of the kingdom. From atop his imperious Citadel, he announced that from now until the end of days the Rexiot people could call Earth their home and their shield. This led to even more immigrants arriving from other corners of Pacem and the city swelled to bursting as it struggled to hold the enormous number of people living within its walls.
