Qualifications
Appointment
There is no official ceremony for the appointment of a Raiser, but when a person moves into that position, they may be gifted welcome presents by the children they are to be helping. The others in the Bearer pathway may organise a get-together to celebrate the appointment.
Duties
The duties of the Raiser include ensuring the children are fed and clean and well looked after. They teach them how to speak and read and write, as well as how to use their Colour Flashes, how to behave in society and what their options are in terms of pathways. They may work with children one on one or with larger groups and this can include outings to various places to help them understand the world around them.
In addition to this, they may also be called in case of an emergency to visit someone to provide medical help, or they may be visited and that medical help might be requested from them.
Responsibilities
They are responsible for the health and wellbeing of the children of the settlement in which they live. They ensure that they are educated and able to pick the pathway which best suits them.
They are also responsible for the health of the community around them, providing medical care and in some instances arranging events to improve people's wellbeing.

I like how you've developed a method of having and raising children that feels both different and foriegn. I also like how it extends naturally from the physical qualities of the species--being hermaphroditic, they think of reproductive partners differently than we do. I'm curious if raisers are a little more like parents--caring for children in their own homes, or more like teachers or social workers--teaching them about the world and seeing to family needs, while not actually living with them. Or maybe it depends on the raiser?
Raisers would be both, they are parent and teacher rolled into one. But the concept of parent is a little different. They are only responsible for the child until the point they leave their care, and after that they may have good relations with some, poor relations with others, but there isn't always that bond, and it's a group effort. A group of Raisers lives with a group of children and some may have an affinity for some more than others, some may spend more time with some than others, but it's their responsibility to care for and raise all of them.
