Caesron Fife

Caesron Fife was a political figure in the early 26th century. He was Governor of Vanheim after its independence from the Karkouri Regime  
 

Early Life

Born in 2475 in Faerund's Cove, Vanheim to a middle class family steeped in a tradition of military service. Caesron was a solid student, known for his skill at hockey and with a rifle rather than his academic skills.   He attended Eberham College, graduating with a BA in military history and joined the Imperial Marine corps in 2495 He had only ever been a mediocre student but proved to be a natural soldier  

Military Career

Caesron graduated 4th in his class at the academy and rose through the ranks, first serving as a platoon leader and then a company XO. He was known for his physical fitness, toughness and agression in combat. He tried out for selection in the Recon Marines in 2495 and was selected.   He was deployed to Vanheim ahead of the military build up between the Empire and the Karkouri Regime, taking command of a company sized unit. He was promoted to the rank of Captain and later given a brevet promotion to Major.   When the Karkouri won the Battle of Vanheim, destroying most of the Imperial Navy, their forces began to land on the planet. Major Fife led hit and run operations against them and recruited troops locally, helping to form the core of the militia force that he would lead throughout the occupation.  

Resistance Movement

Major Fife formed a militia that was referred to as the Snow-Borne militia and played a major role in the resistance against the Karkouri Regime and their VSF allies.   Leading his men personally, Fife led troops through dozens of skirmishes and several pitched battles against the ferocious and, generally, fearless Salborian soldiers. He was fairly merciless when it came to deal with collaborators until a member of Sword of Liberty persuaded him of the merits of working to change the narrative, something he agreed to do.   He agreed, after some initial reluctance, to work with the broader umbrella resistance organisation of the VLF (Vanheim Liberation Front) and worked with other resistance movements to help retake Vanheim.   When the Republic and Federation forces arrived, he was a part of the force that helped to retake Aesir City but he had largely moved away from a battlefield role by then.  

Svarthelm Council

Whilst he had never been interested particularly in politics before the war, as the war came to an end and millions of troops from offworld arrived, he began to look at what came next. He was appointed to lead a faction within the interim government in the Svarthelm Council an emergency government formed near the end of the Karkouri Occupation, of individual representatives from various major stakeholders across Vanheim.   He worked alongside members of the other factions, such as the Liberal Party of Vanheim the seperatists of VOS CORTAN and the city-based conservatives of Tavann. Fife was often viewed as something of an outsider or an unconventional politician - he was generally described as a conservative or a populist, but he often took up political stances seemingly contradictory to this.   He was generally seen as one of the key figures in the Council due to his blunt and honest speaking style, and very active role in discussions. His behaviour and the ideology he expressed in the Council brought him a lot of attention and popularity, and he became an unexpected but likely candidate for the first post-Occupation Governor of Vanheim.  

Dagr

Dagr were the party and movement founded by Fife and his allies. It was the single most popular political movement on Vanheim, though they were not powerful enough to act totally with impunity, regularly holding only about a third of the seats in the Vanheim Legislature.   Considered a broad-church party, they were possibly considered to be “populist” in classical political terms. Dagr however had several key policies which they often made a focus of campaigns and debates in the Legislature:  
  • A strong national defence for Vanheim, in particular preventing Vanheim from ever again being occupied by a foreign power
  • Vanheim Nationalism: Whilst they believed Vanheim should work with other planets, they said the people of Vanheim are tougher, brave and more resolute than outsiders
  • Devolved Government to Vanheim: In keeping with the above point, Vanheim needs as little external interference as possible, and its people should have as much control as possible over their own issues.
As the various parties started filling the post-occupation political vacuum on Vanheim, Dagr was populated with a great number of powerful and influential politicians on the planet, including many figures from the resistance, especially Fife's own Snow Borne militia faction. However, amongst Dagr, Fife was generally considered to be the most important figure and somewhat synonymous with the party itself.  
     
 

Governor of Vanheim

Caesron Fife stood as Dagr's nominee for Governor in 2538 and won in a landslide result. He took office with massive public support but a divided legislature and he was forced to work with various parties to pass his ambitious legislative aims.   Daelon Jarrat, a veteran of the Snow-Borne militia, was appointed his Chief of Staff and remained in the post until 2559. He was generally considered to be Fife's right hand and closest political ally.  

1st Term

Fife made the decision to dissolve the Svarthelm Council in 2540, feeling that it had served its purpose as the regular government had been re-established. The Council itself was also broadly in approval of its dissolution, though a few believed it could have functioned as an advisory body.   Fife was able to pass a massive overhaul of Vanheim's campaign finance laws, banning all spending over the value of 10 million adjusted dollars in all campaign cycles, essentially stopping large scale campaign spending on Vanheim. Whilst these laws were criticised by some as a cynical attempt to maintain power through his own popularity, they were broadly popular on Vanheim where they were celebrated by liberal voters, as well as voters of a nationalistic bent, who saw it as a 'smart move to keep Republic interference out of Vanheim politics'.   Fife also oversaw trials of collaborators and criminals after the occupation had ended. He gained a reputation for toughness, but also fairness, making sure that everyone got a fair trial, expanding the powers of Vanheim's Attorney General to maximise the effectiveness of the courts. Some legal advisors suggested that some of the trials be 'shipped off' to other planets, such as Earth or New Berlin to ease Vanheim's legal resources, however Fife and Dagr were insistent all justice be served on Vanheim. Many of those sentenced for the worst crimes received death penalties but most instead did long jail terms.  

AVA

During his first term, Governor Fife formed the All Vanheim Alliance, to represent the planet of Vanheim in the Republic's General Assembly. A rough arrangement between members of the LPV (Liberal Party of Vanheim), VOS CORTAN and Dagr, it managed to make sure that the planet had representation in the Republic's lower chamber.   Governor Fife also introduced a major infrastructure project, referred to as Vanheim Works. The goal of this program to make sure the people of Vanheim were “fed, working and educated” began in earnest with programs set up to make sure that all areas of Vanheim gained access to food. This has meant that in some rural areas and more remote cities, that the Vanheim military were needed to deliver stocks of food until the roads and transport links were repaired.   By 2540, malnutrition and the risk of famine had been dealt with and average nutritional levels were improving all the time. A general works program was set up with a lot of central administration and many jobs being provided by the planetary government. This was one of the more divisive measures as Tavann felt that it should have been left to the private sector and VOS CORTAN wanted more of the jobs to be “devolved”. However, Dagr & LPV’s control of the legislature allowed them to vote the measure through with of the work being provided centrally.   Unemployment was reduced to a very low 1%, with nearly all of these medical exemptions. A lot of the work was largely based around reconstruction at the moment with more skilled work coming when the reconstruction is finished In terms of education, Vanheim’s school systems were up and running by the end of 2545.   This aggressive, direct action on providing food, medical aid, education and employment to the devastated population of Vanheim post-occupation was the primary focus of Fife's first Gubernatorial campaign, and despite opposition from VOS CORTANN and Tavann, it boosted Fife's popularity significantly with many of the worst-affected people on Vanheim being grateful for what they saw as the Governor's efforts in helping them recover from a desperate situation.   In 2545, Fife also introduced two controversial security bills by executive order.  
 

Order 112 & Order 114

Order 112 required all adults on Vanheim to be “trained and armed”, having access to assault rifle or an equivalent weapon in their home (being provided one by the government if they didn't have one already) as well as spending 2-4 weeks per year in basic combat training. Conscientious objectors were permitted to do alternative service such as medicine, logistics , chaplaincy or communications. Those not in compliance were fined and had to display a sign on their front-door indicating non-service.   Order 114 made it illegal for the government of Vanheim to surrender to a foreign military force and a ground occupation - and any surrender thereby automatically legally empowering local governments to resist and also calling up reservists and militias.   LPV objected to the laws as they felt they could lead to increased militarisation on the planet, and Tavann objected on the basis of the cost of the new laws and that the “no surrender” law was unenforceable, though both were later confirmed in the legislature, with help from VOS CORTAN. The laws were broadly popular on Vanheim with most polls showing about 60% of the population agree that the measures are necessary.  

Entry into the Republic

During his first term, in 2538 Governor Fife successfully negotiated for Vanheim to join the Republic, receiving a staggering 30 billion adjusted dollars in rebuilding funds after a protracted and bitter bidding war between the Republic and the Federation. Occuring at the height of Republic-Federation competition for relevancy, new planets were in high demand, further contributing to the amount each state was willing to spend.   The decision to join the Republic had not been popular on Vanheim but Fife was able to leverage this with the huge boon in construction funds that first helped the planet recover from the devastation of the Occupation, and then fund the "Staten-Stryke" program of social welfare.   In the 2540 Republic elections, AVA managed to win 6% of the General Assembly, narrowly passing the 5% minimum. Dagr also won one of Vanheim's two Senate seats, with the other going to VOS CORTAN.  

2nd Term

Governor Fife was re-elected in 2548 in a surprisingly close election. His AVA alliance had also fallen apart and previous agreements with VOS CORTAN had failed as they increasingly opposed Fife for his centralisation on Vanheim and moving Vanheim's relationship with the Republic.   Governor Fife funded his impressive "Staten Stryke" program with help in the legislature from the LPV. The project created a large, well-funded and centrally run welfare state with free schooling, very cheap infrastructure and travel and free higher education as well as free healthcare - providing the necessary assistance for Vanheim's population to fully recover from the destruction of the Occupation.  

Fresli Vanheim

This work with LPV would eventually lead to the merger of Dagr and LPV into 'Frelsi Vanheim' (FV). Dagr had always stood as a pro-Vanheim, pro-rebuilding party, vaguely neutral of any strong stance on the economic left-right axis. With the rebuilding of Vanheim complete, many saw the FV merger as a way for Fife and Dagr to establish a more distinct public image. The merger also helped Dagr quieten a decent amount of their opposition, as the LPV had been the primary critics of Dagr's various military and security policies. Despite their differences, the two parties had a lot in common regarding a strong central state, and an anti-Republic interference stance.   In the Republic 2550 elections, Frelsi Vanheim managed to win both Vanheim Senate seats. In addition to AVA's internal problems, Republic's population increased significantly by 2550, primarily due to the admission of Mars into the Republic, and Vanheim could no longer be represented independently and still meet the 5% minimum. Frelsi Vanheim didn't end up affiliating with any of the larger Republic parties in the GA - partially as a result of their complicated "left-wing at home, right-wing away" ideology, which made it difficult to find common ground with most parties. The clear examples of this were Dagr's initial talks to affiliate with Valiant, which fizzled out after the merger due to strong objections with the LPV half of the party; and talks with the Isolationist party, which failed after Dagr refused to allow their naval assets to come under Republic centralised command.   During his 2nd term, Fife began to introduce a potential successor in Parvinder Morrow. A former resistance agent, she was elevated through the Vanheim legislature and the cabinet and eventually named Chair of FV.   Fife led a major overhaul of Vanheim's Navy in 2555, with the old cruiser Voskr replaced by the new Cruiser "Stadt".   After some speculation, Governor Fife confirmed in 2556 that he would seek a 3rd term as Governor of Vanheim.  

3rd Term

Governor Fife was re-elected to a 3rd term in 2558 in a fairly comfortable win against the SDP's nominee Marianne Lindholm. He clashed with liberal critics over strong security laws introduced in his previous term and had to deal with Jericho incursions on Vanheim.   After Vishnu Elpis started establishing a presence on Vanheim's political scene, Governor Fife agreed for FV to become a General Assembly affiliate party to Vishnu Elpis in return for their endorsements on Vanheim races. The relationship was never a very comfortable one, with Governor Fife often feeling that the Federalist aims of the Vishnu Elpis party were not in step with his own strong pushes for Vanheim's poltical independence. FV was able to win both of Vanheim's Senate seats again, although the increasing size of the senate reduced their relevance.   Governor Fife declined a place in the Herrick Knottman government in 2560, instead staying on as Governor of Vanheim, however, representatives of Frelsi Vanheim did take part in coalition negotiations under the banner of Vishnu Elpis, where they pushed hard for not reducing Republic military spending.   He fell seriously ill in 2562 but appeared to make a full recovery. He leaned more and more on both Morrow and on his Lt-Governor Ajelund Gross. In 2565 he suffered a stroke and fell into a coma, passing away in December of 2565.   After his death, reports came to light that Fife had invested billions of his own personal money into Vanheim-based charities and veteran's employment initiatives between 2554 and 2561, which had gone surprisingly unpublicisced at the time, with only a million dollars of his own money left by the time of his death.   There was a massive outpouring on the day of his death with two national days of mourning. His funeral was attended by hundreds of thousands of people and the President of the Republic, Princess of Mars and the Margrave of the Ashenmark all attended the funeral.
