New Halenthia
New Halenthia is a city state in southern Sutra Bay. The city was settled by Elves fleeing the Kingdom of Halentha during the The Human Rebellion.
Government
The city is governed by a council of nobles overseen by a magistrate whom is elected by the council every 10 years.

- High Elven District: A walled community within the city that is home to the households of the Halenthan Elven Nobles that fled The North during The Human Rebellion. Most households in the district boast a large number of Human indentured servants and slaves.
Merchant's District: Located by the Western Docks, home to warehouses, shopfronts and the homes of the bustling middle class of the city, both Elf and Human
Halenth's Gardens District: Home to wealthy, non noble families.
Pillowhouse District: Home to the brothels and pleasurehouses the city is renowned for, staffed by slaves, indentured servents and free humans.
Common District: Home to mostly free human households and some indentured servants whose owners allow them to live out of their properties.

History
In 5IE, after wandering the world following The Human Rebellion, a contigent of Halenthan nobles led by the sorceror Ar'lach made landfall on the southernmost coastline of Sutra Bay. There they came across a local township situated on an easily defensible plateua, situated perfectly for a maritime trading power. The Elves took the locals by surprise, the nobles household guards easily defeating the unprepared humans and took control of the town.
The Halenthan nobles convened and set about building a haven for elves in exile. The local humans and the slaves the elves had brought with them set about constructing what would become the High Elven District, the tropical jungle slowly being replaced with the intricate stone work of Elven architecture. Before long, Halenthan Sloops sailed Sutra Bay, Elven nobles establishing ties with the Empire of Syama and Sutrani Raj. It did not take long for the nations of Sutra Bay to begin trading with the new city state, the Elves of old Halentha ever hungry for the finest consumer goods the east had to offer.
One of the imports the Halenthans brought with them was Elven slavery, a fact that pirates and warbands local to Sutra Bay were quick to capitalise on. Wealthy individuals from across the Bay flock to New Halenthia for household servants, labourers and concubines.
