Lower Anra

Below the city of Anra, in long tapped mines and huge natural caverns, is the town of Lower Anra. While its counterpart on the surface is a thriving city and good-standing member of the Kirinian Empire, "Lower" operates as the somewhat seedy underbelly.
The "leadership" of the town, such as it is, is careful to keep just enough order so as to not force those in Anra to focus more closely on the activities just below. It is widely believed that significant bribes, financed by the more powerful of those in Lower Anra's underworld, are also helpful in keeping the authorities from making any more than token sweeps by the Kirin Guard.

Demographics

The population of Lower Anra is too fluid to have any reliable demographics. It is quite similar to the city above but with a greater percentage of 'Other' due to its connection with the Underdark.

Government

In theory, Lower Anra would be considered under the same jusrisdiction as Anra. In reality, The Muddled Brand and others of a disreputable nature mete out "justice" in Lower. In fact, the head of the local Brand is generally referred to as the "Mayor."

Defences

All of the entrances to Lower except the docks can be quickly and easily shut down in the event of an attack or even a raid by the forces of law and order. The docks cannot be completely closed off but several large ballista to ward off any attackers who dare to go this route.

Befitting its seedier nature, Lower Anra's establishments tend to be rougher and more dangerous than those above.

Brothels

Satin - The "classier" of the two main brothels in lower, Satin caters to a wealthier clientele.  The men and women who work here are exclusively young and beautiful and the madame is a drow woman named Minxyra.  She is famous for being able to acquire even the most exotic request and wealthy customers come from far and wide to visit Satin.
Guys and Dolls - A more pedestrian whorehouse, this establishment is known to service any kink imaginable.  Hans, a surprisingly effeminate Goliath man who generally wears black leather. 

Gambling Dens

Muddled Coin - Owned and run by The Muddled Brand, this gambling den is the largest building in Lower.  Stretching several levels below the cavern in which it lies, the den is busy day and night.

Infrastructure

Old mine tracks and long abandoned elevators to the surface make up most of what passes for Infrastructure within Lower. The real jewel of the town are its air docks. Built into the side of The Rift, the docks are large enough for even the largest airships on the continent. It is through these docks that much of the illicit goods of Ankaluun are funneled.

The Muddled Brand is the organized group in the town.

History

Originally founded by a group of miners who had spent their life in the Sundermines and had no desire to try another life on the surface when they became too old or injured to work anymore. The founders created a small set of huts in an abandoned section of the mines. As the settlement grew from a handful of old miners to a few score they were forced to expand where they built their hovels. In one such expansion they accidentally broke through the cavern wall and found themselves staring out into The Rift.
With the connection to Anra above, the Underdark through unexplored tunnels, and now the open air of the Rift, "Lower" was suddenly positioned to become something much greater than a handful of hovels filled with forgotten miners.
