Imperial Decree
An Imperial Decree is a form of legislation practiced ecslusively by the Vintian Imperium. It is considered to be the most powerful tool at the Queen's disposal, and was the subject of multiple controversies. Imperial Decrees throughout history were sparse,but each had an immense and long lasting effects on every aspect of life in the imperium. Together with the Justicia Di Imperiali and the Congresses, it is considered to be one of the core pillars of the Imperial justice system and of Vintian culture as a whole.
History
While each queen is allowed to declare one Imperial Decree of any purpose during her reign, they were usually only executed when the Imperium as a whole faced a difficult moral dilemma or severe cultural changes that would have influenced it for a generation or more. Such cases are very rare, as most laws can be subjected at the Imperial High Court.
Since it's inception in 6th century, only 8 Imperial Decrees have been declared. Each had a profound effect on the lives of the imperial denizens and helped shape the imperium. The Imperial Decrees declared so far are thus:

Imperial Decree of 505: Impero Di Castra
Declares the area now known as the Imperial Lands as a safe haven for all magic users and the city of Vintia as their protector. -
Imperial Decree of 862: Mortalitasi
Declared as result of the Lingering Death and sets the purpose, rights, and duties of the Mortalitasi.

Imperial Decree of 869: Impero Soverentia
Declares the sovereign area of the Vintian Imperium and the methods to ensure its preservation, such as the construction of the Great Wall.

Imperial Decree of 1198: Mortalkind
Declares new rules and structures regarding the use of slavery within the Vintian Imperium. -
Imperial Decree of 1299: Terra Di Vida
Declares the end of the Viam Mortis, redefines the role of the Mortalitasi in the Vintian society and establishes new rules and regulations regarding the use of necromancy. -
Imperial Decree of 1336: Veneratia Di Historia
The smallest of the Imperial Decrees. Was mostly declared to circumvent decisions made by the former decree of 1299. It mostly revolved around the changes to the limits on necromancy, but also gives the Mortalitasi much more political power than was given by its predecessor. -
Imperial Decree of 1478: The Right of Death
Declares the laws and correct behaviors regarding the interactions with the souls of those who swore Mortalis Permisima. -
Imperial Decree of 1510: Servicia Di Colonia
Declares the formal, economical and political relations between the Vintian Imperium and its colonies.
