Imperial Decree of 1299: Terra Di Vida

The Imperial Decree of 1299: Terra Di Vida, or Land of the Living is an Imperial Decree passed by the 19th Queen of Vintia, Solectia Von Gerno as result of no new souls being brought to th 59th Viam Mortis. It declares the role of the Mortalitasi in the Vintian Imperium for when the lands are finally healed. It was a matter of much controversy, and was the only imperial decree to be overruled, if only partially.
