A congress is a council of professionals or experts who were summoned to advice on legal matters or disputes. Congresses vary in sizes from 5-15 attendants and their exact nature vary from issue to issue. Along with the Imperial Decree, and the Justicia Di Imperiali , the congress is considered one of the three pillars of the imperial justice system.
