Fort Richter
Originally built by the Empire of Tor to pave the way for the invasion of the relatively young Republic of Gwenn, this fortress has stood against many assaults. It is located at the edge of the Plains of Rafwal and Bloody Foothills, with ample access to the sea via a harbor at it's northern end. It is the perfect example of a strategic military position, and allowed Tor unfettered access to the cities of the Rafwal Plains and the Gwennon Republic. The Empire swept across these lands with little resistance. After the war, when peace was finally achieved, this fortress was given to the newly formed Joston Federation of Independent States as reparation for damage done, and serves as a reminder to this day of the reason the Federation exists.
As it now serves as first line of defense against any future invasions from Tor, this fortress has always felt an uneasy air within its walls. As the most heavily defended settlement in the Federation, there is very little crime. Most of the soldiers spend most of their time watching the inner-workings of the city, with reinforced and frequent patrols. The citizens that live within the fort are generally related to the soldiers stationed here, with very little outside civilian populace.
