Assembly of Asteria
While it is not an actual nation in the literal sense, the governing council and appointed leader oversee the running and defense of a number of cities around the world. They also are the primary organization attempting to heal the Withered Lands of their corruption. The cities under the rule of Asteria are devoutly religious with very strict laws, especially regarding the arcane. Being an extremely pious society, they trade social liberties for protection and guidance in spiritual matters. All religions are tolerated, save those that threaten the peace and deities that fought against Pelor and helped cause the Spell Plague.
The lawmaking body of Asteria consists of a religious head for each deity recognized, forming a council, and an individual from the council that has been anointed by each of the represented deities. That individual, who serves as the highest political figure in the Assembly, is known as the Aster (*Think Pope, Dalai Lama, perhaps even a messiah such as Jesus or Mohammed).
Arcane magic isn't outright outlawed, but it is forbidden to use it within the walls of any Asterian city.
