Kettleberry
Initially settled as a stopover frontier town on the long trek to Divina, devout halflings built this colony as a place to cultivate traditional values and morals, over modern city life. It eventually grew to a respectable level of population, while still maintaining the small town feel. The citizens of the city and surrounding area live in relative safety, as the hostile creatures in the area steer clear of the city's outer region, either out of respect for fellow locals or perhaps by magical means.
Kettleberry is run by an elected mayor and protected by a sheriff appointed by the mayor. The mayor and staff handle all lawmaking, while the sheriff and his deputies defend the civilians and uphold the law.
