Never before in the history of humanity have police officers played such an important role. Chaos reigns in the outer cities and security is everything: only those places achieving total order can survive the violence.
The police of the ancient world played an infamous role in the Great War, as they were the last focus of resistance in the revolts that ended with "The Lowering of the Flags." The scars of that episode are still fresh.
Who can enforce the laws efficiently and without carrying the burden of the past? Droids. Each faction has a specialized police force programmed to implement its own rules. In addition, they are equipped with Artificial Intelligence in case they need to interpret shady situations.
But droid units don't command themselves. Humans are specifically groomed to lead these squads, but they must sign the Security Corps Augmentations Agreement. In other words: the police headquarters decide, for strategic reasons, what augmentations they must incorporate into their corps to replace their biological limbs.
Elite officers have a "unique personality.” They are extremely violent and devoted to work. They are proud of their augmentations and convinced they are putting together the best of humans and machines. This feeling of superiority makes them effective weapons for repression.
