The Islands of Atropae
It is thought that once, Atropae was a massive city that spanned the entire coast. Then, through the folly and hubris of its magicians, it was sundered apart into the islands that exist today.
Most Atropaeans refute that theory, normally with an obnoxious rant about plate tectonics and the shifting of the earth and how that interacts with the deep sea elementals.
Yeah, Atropaeans aren't exactly known for their humility.
But whatever the reason, Atopae was now a number of small island cities, and without a central government to hold them together, the cities soon began to declare independence one by one. The problem then began when certain island began to want for certain exports that could only be gained from their estranged brethren - and so, the alliance that would soon bear out the Islands of Atropae was born. The city-states rule independently from one another, but are also tied together in a complex series of rules and regulations that would make it impossible for them to full disentangle, should they even want to.
Depending on the city-state, you'll find differing opinions on whether this is a good thing or not.
Culture
The Atropaeans love magic. Some would say they're addicted to it.
Arcane studies are a common addition to their standard education, and most of the population knows at least a cantrip or two, if not more.
Magic and invention is infused into their everyday life, and if something is made without some small amount of enchantment, they would probably stare at you in confusion. Why wouldn't you want magic?
That being said, the Atropaeans are not atheists - many do believe in the pantheon, with several temples dedicated to them. They differ from other civilizations in that they do not persecute based on belief or disbelief. It is just as common and accepted to be an agnostic as it is to be a devout worshipper.
Though Atropaeans may not discriminate based on religious bent, they do have an unfortunate habit on looking down on those incapable of wielding the arcane. To them, not being able to hear the innate thrum of the universe is akin to being deaf or blind, and they can be rather condescending and rude about it.
