Pelgus Bay

Pelgus Bay is a sprawling city home to the largest concertation of humans in Tenebrosia. It is a beautiful city to behold when first experiencing it as the grand stone walls rise up from the sea and the clockwork gates open to a secluded bay. As you approach the dock you can smell the sea breeze mixing with the scent of freshly caught fish. The scent are quickly overtaken as you walk into the city district, instead being overpowered by the smells of roasting ocean meats from the street vendors.    The wooden buildings around you are strangely ornate, especially when you find you are in the lower class section of the city. The wooden posts and building have all been carved with multiple beautiful pictures and scenes likely from dozens of craftsmen. as you continue through the city, walking through the markets fills your senses with strange perfumes and potent spices. Craftmen peddle their wares made of beautiful wood carvings or unique wool fabrics.    As you approach the wealthy district, the inner city wall as ornate as the wooden buildings leading to it. The gates tower high, controlled by clockwork inner mechanisms to close and a moments notice. Beyond the wall, the buildings are now made of stone. If you look closely, the stone has beautiful veins of blue and green weaving through it. The vendor's wares become even more intricate, some including inventions and strange innovations foreign to you.    Upon reaching the center of the city you encount the tallest building, a towering cathedral with two massive spires to the left and right of it. The scroll work above the door designates this as the Pelgan College of Magic  where sorcerers and mages practice their craft. Across the ornate courtyard is another building almost as grand, featuring golden iconography and weaving silver dragons across the stonework. The is the Grand Hall of the The Council , the ruling body over Pelgus Bay.   The entire city is grandiose and leaves you with a sense of awe while simultaneously leaving you with the feeling you are constantly watched...

Demographics

The people of the city are divided between two primary groups, each with its own strata. You have the Mages, and the non Mages. The Mages in the city represent the elite population and have a close tie to the wealthy families.

Government

Pelgus bay is run by The Council , 6 of the highest ranking mages from the @Pelgan College of Magic[organization]. Different members are given different responsibilities, but they all rule the city and the surrounding areas as one group. All other parts of the government fall under this organization as each member is essentially a head of a guild.

Defences

The west facing part of the city hosts a large wall, built to both defend against and possible dragon attacks as well as raiders. The eastern shore is currently undergoing defensive wall construction. The wealthier part of the city is separated by another stone wall with clockwork gates that can seal shut in case of emergencies.

Industry & Trade

The wool from local sheep is a major export to the homelands along with several herbs.   The city itself hosts many craftsmen who create a variety of good shipped to the homelands as the timber found in Tenebrosia is considered a luxury item in Zentru .

Infrastructure

Clockwork doors for city entrance and exit into Tenebrosia. The docks are in a secluded bay seal off by massive gates, again powered by clockwork mechanisms.

Assets

Being the first and largest settlement of Tenebrosia, Pelgus Bay has amassed the largest amount or natural resources from the surrounding area, including Dragon Ore from the Crestrock mine.  The Pelgan College contains the largest magical library in human civilization, hosting many books written by the greatest magical minds of the last century. It also hosts a collection of artifacts from The Darklands , many having magical properties. Some believe that the most dangerous of these are powerful weapons that the mages would use to defend the city (or the college if necessary). The Pelgan military has grown within the last 10 years as more natives have been encountered. The Orcs and Aelves have forced humans to allocate military forces in the outer settlements and most of those forces come from Pelgus Bay. Most of the dragon ore collected from Crestrock is allocated for military use.

Guilds and Factions

The Council is the ruling body, but each member of the council is the head of a difference organization or representative of a faction.
  • The Lawkeepers Guild is in charge of adjudicating disputes and enforcing the laws set by the Council.
  • Tenebrosian Armed Regiment is the militant organization that both protects the city as well as sends soldiers to defend the more remote villages and outposts.
  • Guild of Mercantilers is in charge of managing the city bank, collecting and filing taxes, including sending collectors to the other settlements in Tenebrosia.
  • Keepers of Secrets is the guild in charge of the governmental beaurocracy as well as the secret police. The primary function is to monitor and seek out magical activity in the city. They preform any duties needed to maintain primary control over magic use.
  • The Noble Houses are the wealthy and privilaged citizens who either have the money or some other political power granting them a representative on the council.
  • Pelgan College of Magic is the local college in Pelgus Bay where any sorcerers and wealthy families learn to use magic.

Tourism

It is common for people to come from the mainlands to either escape the ongoing conflicts or to just visit. Usually this ends up in permanent residence as the ship ride over almost always has an attack on the ship, scaring most people from ever wanting to get back on a boat.   Those who come as tourists normally stay at an in on the edge of the walled district.

Architecture

Upon seeing the city forthe first time from the sea, you witness great big stone walls and gates that open before you. All the first buildings you witness upon entering the sequesteredbay, however, stand in great contrast to this, being made almost entirely out of wood. As you reach the wealthier part of the city, you find the building start to become more and more made of the same grey stone as the outer walls.

Natural Resources

The surrounding area is primarily farm lands and a large amount of sheep herding. The local sheep are a large source of food as well as clothing material. The river also brings timber from the forest regions, providing abundant building materials.
