The Council

The Council is the regal group of Grand Mages that rule Peglus Bay and by extension, Tenebrosia. This organization holds the guilds underneath each of its members, those members all managing their resources and vying for power over their peers. They are a formidable group both in terms of their magic skills as well as their political aptitude. Most of the members have been involved in Pelgan politics for a decade or more, and they have honed their skills in the use of words and information.   When one meets their members, you would be presented with a perfect example of upright leadership. The reality is that each member has their hand in underhanded dealings, illegal trade, and a variety of hidden power plays against one another. To play their game is one of intrigue and death. Only the most adept make it to where they are and stay there long.   Despite the underhanded politics or dark secrets, the council does a very good job of running the city and most of the region. Their city is prosperous and the others seek to follow. They are quick to praise those that bring a good image and uplift the common folk, while also being swift to silence and remove those who would cause dissent and chaos.
When the council meets to discuss proposals, they need a 2/3 majority vote. If one of the members cannot be present they need either a representative by the absentee or they must abstain from voting until they have all members present.

Structure

The Council is lead by 6 separate Grand Mages, each the head or representative of an organization.    
  • The Lawkeepers Guild is in charge of adjudicating disputes and enforcing the laws set by the Council.
  • Tenebrosian Armed Regiment is the militant organization that both protects the city as well as sends soldiers to defend the more remote villages and outposts.
  • Guild of Mercantilers is in charge of managing the city funds, collecting and filing taxes, including sending collectors to the other settlements in Tenebrosia.
  • Keepers of Secrets is the guild in charge the secret police. The primary function is to monitor and seek out magical activity in the city. They preform any duties needed to maintain primary control over magic use.
  • The Noble Houses are the wealthy and privileged citizens who either have the money or some other political power granting them a representative on the council.
  • Pelgan College of Magic is the local college in Pelgus Bay where any sorcerers and wealthy families learn to use magic.

Culture

The Council function with an air of regal procession. Each meeting is a time where the members attempt to show off their own aptitude in the political arts. Threats hidden in compliments or symbolisms are common as showing open hostility towards each other can prove dangerous. Offensive magic is strictly forbidden during council meetings and use of such will cause you to be forcibly removed from your station.

Public Agenda

The Council of Pelgus governs Pelgus Bay and issues directives for the rest of Tenebrosia. They are looked at with both respect and fear by the rest of the region for both their ability to maintain order and their magical power.

Assets

The noble families provide the council all the money it needs at times when the they cannot just pull from the Pelgan bank. The private funding available means they have access to almost anything they need when they need it, both legal and otherwise. The library at the Pelgan College of Magic hosts a large collection of books from past mages as well as the largest magical artifact collection in humanity. Having the Peglan military under their control means they have access to the use of force as needed as well as the manpower to defend the city in case of conflict. The wealthy district is surrounded by a large stone wall, designed to close access points quickly if needed to slow the advance of invaders or other threats.

History

The council was formed originally during the earlier years of settlement as the local mages realized they had both a opportunity to increase their own power and the worry that if magic users were to run amok, they could cause insurmountable chaos and destruction. Any opposition to them taking power was quickly quelled as they had the larger collection of mages, several of which were already powerful practicioners.
