A mean-looking grandmother who oversees the bathhouse
This grandmother works at the Noriki batthouse in Udyn's Nart Quarter. She sits inside the main hall of the establishment, and makes sure that people go to the proper steam rooms - men to the men's, women to the women's, and private parties to private steam rooms if they have paid the surcharge. People who try to enter a steam room where they do not belong are confronted, chastised, and chased away.
Presumably, the grandmother still lives in the Nart quarter, and still berates bathers at the bathhouse.
She appears in Chapter 8.
