Vitras Empire
Structure
Besides the emperor/empress, Vitras was run by a meritocratic bureaucracy. Everyone was required to take a test based on theocracy and history. If a person got above an 88% on the test they would be assigned a role. Only the upper 99.5% were allowed anywhere near the court. The Imperial families followed a competitive law of succession: the new ruler would only be known during the reading of the old ruler's will.
Assets
Vitras's collapse caused much knowledge to be forgotten, most records of lesser saints (see Saints of Power ) were forgotten as they fell out of popular knowledge. Many glyphs that built up the magic of the day were lost, only being used by the imperial mage ministry that were half way through being dissolved during the collapse.
History
For 800 years the Vitras Empires ruled over the whole known world. Most of its history was lost after the sacking of Argus. It was run by an emperor over the course of 8 dynasties.
Disbandment
After the last empress of Vitras was assassinated without an heir there was a power vacuum that was filled by warlords fighting among themselves. Mordesent was the last province of Vitras that fell into madness. Though a king did arise for it, the empress's own consort, Yfran claimed that he would naturally have the right to rule and focused on completely restoring the infrastructure that was damaged. His successors then worked to restore its territory.
Technological Level
The Vitras Empire were expert sailors who created thousands of boats, one related invention was the compass.
Infrastructure
Infrastructure relied heavily on the use of batlock guilds to upkeep everything. Cendites were used exclusively in agriculture. Naucti were used in the navy and trade. There was strict division between the peoples outside of the government.
