By 2235, many prisons across interplanetary space were facing overcrowding, and rather than face the potential bill of constructing more prisons, the First Lordanian Republic established the Pinascimate Penal Authority on Tersten.   Within the first five years, over ten thousand prisoners and guards were placed on the planet, establishing the Harelstone Prison, west of what is now known as Tersten City. As families and friends moved to the planet, in protest and in solidarity of prisoners, they established the Free City of Nevada on the other side of the planet, in Southern Pinascimate.   Perhaps unsurprisingly, the free city became the primary settlement for escaped and released convicts, who chose to remain on the planet instead of returning to their planet of origins.
