Founding
The Cinuan Colonial Authority had previously served as the dominant authority of the Cinu colonisation effort. For over a decade, power had rested in the hands of the mission's Commanding Officer, Achraf Hamadi, who had total authority over the state. Hamadi used his executive authority to establish the basis of a democratic system, though he retained his power of absolute veto in a form of procedural democracy. In 2197, the CCA moved from the CS Cinu to Al-Mular. Hamadi oversaw the establishment of the Colonial Assembly and the Supreme Court of Cinu, with the intent of establishing a unitary presidential republic.
