Graran merchant oversight organization.

"Be wary young merchant. Always pay close attention to your finances. Make sure you keep copies of your taxes paid. I once heard a story of a travelling merchant much like yourself. He made a mistake and his taxes were underpaid by a few coins. Despite being only a couple of coins, he was driven to bankruptcy by the fines."

Structure

The head of the Authority is designated by a vote of the county leaders. Under the ministry head are the people in charge of the different departments within the ministry. Through several more levels of bureaucracy and you find the people who go through the villages collecting taxes.

The mercantile authority acts to prevent trade fraud and to ensure proper taxes are collected.

While the organization originally had insufficient funding, this was remedied and is altered every year.

History

After Grara was founded, the merchant guilds of the new nation began to grow rapidly as trade laws became uniform and easier to navigate. However, some of the guilds took this opportunity to squeeze out more profit. This culminated in an event that later became known as the Year of Forged Ledgers in 46RB.
Quickly the leaders of the counties of Grara met to discuss the large amounts of missing tax income. In only a matter of months a new organization was created to handle mercantile fraud. The first few seasons were rough. The organization was inexperienced and undersupplied as the paperwork quagmire got thicker and thicker.
In 51RB the government of Grara consolidated tax collection - which was on a per county basis - to the government and it became part of the duties of the Mercantile Authority. This made the organization unpopular in all social strata. Internally this was also a mess and led to leadership conflicts until the ministry amended its own rules.
