The Lab

The lab is the city's premiere resource for heroes and the enemy of all villains. They operate in the bright light of day, an organization dedicated to research, rescue, and public safety. When villains rise up, their teams show up to contain them. When new enhanced humans show at their door, they study, diagnose, and train them to handle whatever's happened to them. They aim to be the light in the darkness, the shield, the protectors and defenders of society. Of course, that's all easier said than done.

Structure

The Lab can be broadly broken down into a few key units, each focusing on a specific area of their overall mission, and all falling under the Central Command Division.  
  • Search and Rescue
    This unit comprises teams specailizing in fire fighting, building exploration, on-site medical, and extraction. They typically fly rotorcraft and often airdrop in. Their equipment is geared to light, fast movement, with minimal or no weapons.
  • Tactical
    These are the lab's soldiers. They were mechanized armor and are heavily equipped to fight off all scales of villains. Their training focuses on highly coordinated assault to outmaneuver and out think villains. Their core mission is contain and capture, most villains never realize just how much they're holding back.
  • Research and Development
    The lab invests heavily in new technology. The R&D team study heroes, captured villains, and walk-in patients, as well as work on technology at the cutting edge.
  • Medical Services
    Workers at the lab, and quite frankly the people of the city, experience significant injury in the course of their jobs and rescue operations. The lab has a full hospital on-site, as well as deployable field hospitals. They coordinate with R&D in enhanced human care.
  • Training Center
    The training center provides enhanced humans with extensive practice and training in their abilities. For Civiiians, this is how to manage what they have. For heroes, it's how to fight with their powers. For everyone, it's also a fully accredited college with programs from a bachelors straight to doctoral studies.

Culture

The workers at the lab have an interesting mixing of cultures. It's openly acknowledged that everyone present is there to make the world a better place. They're trying to be the good guys, the 'good cops' so to speak. Each division has a different idea of what makes the world better, depending on their interest areas. The researchers want to solve the world's problems with technology and knowledge. The tactical team wants to stop villain attacks the moment they begin. The rescue team wants to ease the suffering of people caught in really bad situations, and so on. They're all dedicated to their primary areas of work, somewhat singlemindedly. It's rare for clashes to come up between the groups. They all leave each other to their lanes.   Each section of the lab trusts and depends on the others to have their backs. They will go into any combat scenario or problem, without looking over their shoulder, because they believe and trust the others will look out for them. The researchers will follow a tactical team into the field, if necessary, and while not exactly fearless, they won't question the need for it. If they were asked to go, then it's important, so they'll go. Over the years, they've worked on procedures, processes, and rules that keep them all safe. The lab's culture of safety means that they all rigidly adhere to the rules.   Outside of working matters, the lab is a modern, heaviliy left-leaning college. There are community events on-campus, celebrations of holidays from other countries, a welcoming atmosphere. For Pride Month, Rush once orchestrated a small explosive that perfectly painted the campus grass in rainbows using some non-toxic colored particles.

Public Agenda

The lab's core mission is the research, lobbying, and assistance to, enhanced people. This work breaks down to studying and researching enhanced people to better manage whatever ailments or disabilities arise from their powers; working in the government to ensure their programs are funded and supported; and the hero program, which exists to employee, showcase, and promote enhanced people in a positive light. To some extent, the hero and tactical programs are publicity more than anything else. They aim to stop troublemakers from dirtying the image of enhanced people and to promote what good an enhanced person can do.

Assets

The lab holds extensive assets, roughly on par with a small country. Financially, they own and license out a patent portfolio with breadth reaching every field. Their research touches biomedical, weapons, aerospace, communications, and more. This serves as a key funding source for all of the lab's activities. They operate a private, standing army that numbers in the tens of thousands on the global scale. Their little military is fully equipped with armor, weapons, equpiment, and more. Most of their equipment is built in-house.   The jewel in their posession is the The Lab, their main campus. It is a fortress. The faciltity is comparable to a small town in its own right, walled in and fortified. It was built under the assumption a villain, a terrorist or the like would some day rise up to try to take down the lab. Dr.Rush's response was a massive 'come at me bro' with a military fortification that can protect their researchers and their work.
