Poueir declares independence from Nim, putting Vhou Riyael's anarchic philosophy to its first test.
After The Silence , Nim had remained financially intact due to its lackluster trade economy with the Augury. Poueir, on the other hand, suffered due to its proximity with Kala. Nim, having refused trade with the humans in teh past, would not reimburse Poueir's independent losses. When the global economy returned to its normal state, the Augury would pay Poueir a substantial sum to claim their independence so as to allow direct trade. Poueir accepted, making use of Nim's anarchic policies, which stated that they would not raise arms against those who chose to leave its authority but also give up its benefits as well. While arguable beneficial to Poueir and Nim in the long run, it also served as a political ploy, ensuring that the newly independent city would not interfere during the The Ghei Wyl Campaigns .
