Structure
The mysterious grandmaster of the Federation of Rakes is known as the Darkling, and the guild operates as a federation of cells. Their real numbers, demographics, and distribution are, of course, unknown.
Public Agenda
The Rakes seek to control criminal activity, organizing the continent's criminals in the manner of managed game; They collect dues in the form of selling "licenses" for certain crimes, allegedly to prevent irreparable harm. Operating without a license in a settlement or a Rake-controlled wilderness is a good way to have freelance assassins descending on your doorstep.
They are feared and hated by the other guilds, and there is a bounty on the head of the Darkling that would likely bankrupt any two guilds together if they paid it alone.

The Rakes were founded in 180 as a simple thieves' guild. The leader of the guild is an Erinyes lieutenant of Glasya named Weazalaca, and is always on the lookout for making deals to get souls for herself and Glasya.
